Air force: 400K for numbers, but less training and lesser weapons then the other two.
Intelligence agencies: ASIS

Hang on, Sabah and Sarawak is supposed to be British at this timeline. The Brookes family still has control of Sarawak and the Sabah Borneo Company (something something) has control of Sabah. Both of them are British. Pattani (state of Thailand) is owned by Thailand not British.

Also, Brunei is supposed to be a sovereign state.
