Just as soon he was about to pull the trigger someone with a large muscled body pulled his shoulder back. He turned the operator's body facing him.

They were primarily armed with throwing weapons, Guns are heavily restricted in italy, so they aren't even close to being able to withstand my forces. I assaulted the city with around 32,000 men, all armed with military hardware. http://en.wikipedia.org/wiki/Gun_politics_in_Italy

My men can swim and there are plenty of boats in Venice, so I'm sure taking it would be very easy, especially because there are no defenses besides buildings.

The moral of the locals would be very low, with no water or electricity, they would be very keen to see their lives restored to normal.

No, it depends.

Each nation has different histories, and Fascism is based off of a nation's history, so Fascism could vary from Right to Left.
