Not sure what relevance this has but over night I came to the decision that you can have 120 ships of assorted sizes (up to you to choose and put it in a format like Mundeo's ) since your current number would mean you have more ships (albeit much lighter ships) than the Imperial and Republican Navies which can't be allowed.

They are extraordinarily large and expensive ships with huge crews and even the super powers only have tens of those ships and they are a lot richer than you. I just posted in the IC about the recent activities between the two nations, that might help a little bit to read. Outside of that the Republicans are very much like Britain 1860s and the Empire are more like Russia, Germany or Austria between 1860 and 1914.

I haven't really thought about the compliment of Marines though obviously larger ships have more. However the smaller the ship the larger the ration between Marine and Airman. For instance a Dreadnought might have 15% marines while a Cutter could have 50% marines that double as airmen. Probably no more than 160 on very heavy ships, this can change depending on particular roles or payloads for certain missions.

Ten dreanoughts, they would probably have 3 times that in battleships.

Small fixed wings I can allow. I suppose a hand cranked gun would fit in with 1860's tech as an original Gatling gun so long as it had all the problems that came with them. Jamming, reloads, fire rates etc. The flight times for the planes would be very short so that people still have to use ships to get around. Payloads would be very small as well, I know they tried destroying a dreadnought after WW1 with an early bomber and after a hundred or so sorties they gave up, so don't expect even as many as thirty fighter bombers to bring down a cruiser.

The Empire couldn't care less, it's legal there but use is somewhat frowned upon, addiction is a stain on your personal honour and extremely frowned upon but still not illegal.

Independent nations aren't really set as human players can decide what they are if they choose to play as them so I can't speak for them as each one is different.
