The one in the Baltic? That one is supposed to blockade any entrance or exit of the Reds. However, if you need to land, the fleet can go to wherever you need to land

I don't think that there's a Hungarian Uprising… I was namely under the impression that the Hungarians had already seized control over half of the country and that it was no longer possible to save the Austrian Empire in any meaningful sense.

Hence generalplan Ost-Sud involves giving independence to minorities to try and ensure none of them turn towards Communism by encouraging internal nationalist struggles and anschluss

The plan at its most ambitious assumes that all of Germany's eastern Allies will co-operate and Austria will only split in half after a short dispute.

A more realistic version assumes that infighting will be constant and that Austria is completely unsalvageable.

I was under the exact opposite impression. I mean, Hungary was only mentioned in the OP of the Old IC, so I would think it unreasonable to extrapolate the results of such a rebellion when it was never really addressed.

This is a very hard situation to look at. Part of the problem with many nationalities IRL was that Hungary, for little reason beside violent threat, was given this great elevated position. This made people like the Czechs and Croatians pretty jealous (not to mention that Croatia, Galicia, and Transylvania were all suddenly thrust under a Hungarian government with different structure and ethics. ITTL, the Austrian government did occaisionally appoint Czechs, Croatians, and Hungarians to government positions, but there wasn't this big sense of favoritism (except for Austrians, of course). I would have the feeling that, in the wake of such a large victory, presumably without a massive call of self-determination as in Wilson's 14 points (correct me if I'm wrong on this, I don't know all the terms of our version of the WWI peace), with a drainage of manpower so huge, and with an Austrian Kaiser who is willing to address grievances, the Hungarians wouldn't be so totally mobile as to make a successful revolt in 3 months, not to mention that I was accepted with no mention of a revolutionary government (I forgot a rebellion existed). I don't see this as too far beyond compromise. Charles was a desperate leader praying to cling on to his ancestral title and claims.
