I did some research... if we halfing the population of the nations. Then 103 million would be the standard rate I have seen. But I think 85 million would work for the area. So can I be accepted with my app just go up to 85 million?

It's not like we have a standard procedure for population loss. China and India would probably lose upwards of 70% while Alaska might only lose a couple tens of thousands. Coastal Brazil is densely populated enough to lose more than 50%, which is why I said 80 million. But yeah, 85 million is fine.
