No, for two reasons.

The first and most pressing is that, at least the way we've always done it, India is something called a "deadzone." Because it had such a high population and so many destitute people that were trapped in cities, there are literally hundreds of millions of zombies roaming India at this point. Like 600 million or 700 million, probably. Pakistan is almost as bad. There's just no way you can form a nation against that, which is why in past installations of this series (and this one, unless Scot says otherwise) most of India along with coastal China are "deadzones" territory that can't be claimed because there are just so many damn zombies. The only habitable part of India would be up against the Himalayas, where the military might have had a fighting chance of preserving the country.

The second reason is that you simply don't place India and Pakistan in the same country. The rivalry and hatred between those two is easily just as volatile and heated as the North Korea-South Korea relationship.

You could do far northern India+Nepal, or simply Pakistan.

Edit: But actually in my opinion Pakistan is worthy of being a deadzone too, so I wouldn't recommend that.

It's not like we have a standard procedure for population loss. China and India would probably lose upwards of 70% while Alaska might only lose a couple tens of thousands. Coastal Brazil is densely populated enough to lose more than 50%, which is why I said 80 million. But yeah, 85 million is fine.
