Think of Rome and Greece
Firstly, I'll point out that the Gods of Rome were often second to the Republic, so that analogy is quite useless. In Greece, the Gods were centred on the same world that men were. They were atop Mount Olympus, which was visible to the mortal men. They couldn't get to the actual halls of the Gods, because they were off-limits. And also, Gods can certainly have a direct effect on mortals. Look at Athena during the Trojan War. She is the reason that Hector faced off with Achilles, and then she is the reason Achilles is victorious.
