Isn't the "dd" = "th" thing like the "th" in "that"?

I'd allow it, it already exists. To be neutral, you just have to have your god be one of the "Gods not in the Pantheon". Just know that by doing so you lose out on the benefits of being in the pantheon, namely all those nice and juicy background followers. So, I would say that whilst neutral Gods therefore exist, they tend to be weaker than their Pantheon-aligned kin - be they with the Dark or the Light.
After all, getting kicked from the Pantheon is meant to be a punishment!
