As far as Oil, There are offshore deposits in the Atlantic near Virginia and other coastal states. In our day and age, there is a moratorium on drilling, but as I indicated in my app, offshore drilling was permitted. Also there should have been advances in renewable energy technology. As far as Oil is concerned though, offshore drilling, and reserves from before the collapse. I limit the oil to my people and encourage the use of animal power for transportation.

Currency is also an issue. What are people using and backing it with. I am linking the value of my dollars to oil. The bills are all able to be used to buy Oil from the government, which gives them their value.

True, but you could make electric engines that could be for the navy and that can be based off the Icelandic renewable energy industry.

I just realized shouldn't oil be a problem for most nations?

Not if your region currently produces oil - any government when they first came to power would have found people to get those rigs working and given severely depleted population even small amount of oil would go a long way.

I'm not sure I can exactly sell away my country's southern coast. I'm also not sure I can promise you military assistance, especially if all you're doing is raiding (If your goal is conquest then we can come to an arrangement at that time. Joint occupation zones for the win). Ah, the problems of a democracy at war...

Is there another arrangement we could come to? Perhaps I allow your ships to travel the North Sea with imputiny, and allow access into my ports provided you don't raid them? Maybe I give you the Faroe Islands? I'm occupying them temporarily.
