I have to wonder now, how is the Empire failing so badly at border defense? They seem to have an abundance of highly talented generals who are younger than 40 (including my newly accepted one).

Despite the talented generals, it's the internal conflicts of the Empire that deal the most damage to the defensive fails. I envision the Empire to be like that of the old Western Roman Empire; the men no longer have the patriotism they once had in past generations, leading to less being interested in the military, and less efficiency in combat; Vexia no longer has the proper funding to support military large military operations and proper equipment for soldiers, whilst the Khuphate have the numbers and the patriotic intent of storming the west.

Court Role: The Imperial Justiciar (addressed as "Lord/Lady Justice"): The individual in charge of the Imperial judicial system. Historically, this is a role whose influence is in near perpetual conflict with the Emperor's Fist. This courtier, however, is typically one not trusted by the Emperor, as they tend to interpret their duties as upholding the law, and sometimes the more naive of the occupants of this office have done so to the detriment of the Emperor's personal interest - which has sometimes opened up a sudden and premature vacancy in the position, by one way or the other. However, since this courtier heads the Imperial judicial system and executes the laws of the Empire, their voice could be one of great import, if they act wisely. Note: I'll let you decide if this is a council position or just a court position.

Backstory: Lord Damion of House Ryver, Lord of Lakeland, was born of Lord Florian Ryver and Lady Caterine Filas, and was their eldest son, with the couple producing another son, and one daughter. Lord Damion would come to the Imperial court in Windstard to work in the office of the Imperial Justiciar, as the then-Lord Justice and Lord Florian had known each other for some time, and it had always been Florian's desire to send a Ryver to the Imperial Court, in the hopes of furthering his House's fortunes. Damion Ryver arrived in Windstard when he was eighteen years old. For ten years, he rose up in the bureaucracy of that office, eventually becoming a deputy of the Imperial Justiciar. When Damion was thirty years old, Lord Florian passed away, and Damion inherited the Lordship of Lakeland. However, by this time, the Imperial Justiciar at the time was found to have been watching out for his allies in court, which eventually ran aground against Emperor Jakar III Vixis' interests when one of those allies went against the wishes of the Emperor. A...vacancy was made when he was thirty-two years old, and Lord Damion Ryver was made the next Imperial Justiciar. In the six years since, Damion has done all he can to walk the very fine line, but with the new transition of Imperial authority to the new Emperor Brandon Vixis, there is uncertainty over how he can accomplish his goal of eliminating corruption within the Imperial court. Lord Damion is married to the Lady Theodora Poratis, with a young son, Edward, aged eight, and a daughter Rosalynne, age four.

I feel like Alissa and Emma probably get along pretty well, in fact, they could probably help each other in their plans, becauseI have no doubt that the Royal siblings of the Empire feel as if they know Alissa well because she has been in the imperial court for 10 years

Well Alissa isn't after her brother's throne, but wishes for all the Southern Kingdoms to be united under her family's banner. But to cement such an alliance would require a marriage, and your character wants to be married off to a foreign court, hint hint nudge nudge

In CK2 terms the two plots are basically as follows.
Emma started an "Assassinate Emperor Brandon" plot, while Heimerich somehow started an "Install King Heimerich IV of Brennaberg in the Vexian Empire" faction despite having no claim to the title.
