I think all of them run on Floppy Disk Drives to some extent to this Day IRL so ya, I think they were there in the 70's.

We would still probably be in the 21st Century tech wise because of European advances and Asian which in turn is distributed between us all.

Also since he is technically the old government we are all still at war with him if you want to get technical.
