Primary Skill or Power: Spirit Form: The Ability to turn into a spirit, which allows for invisibility, and walking through walls. He is still able to touch and move objects in this form.
Power Weaknesses/Flaws: He can’t speak to people in this form unless they have proper EVP equipment, and moving objects takes more effort than it would normally.
Secondary Skill or Power: Spirit World connection: He has a connection with the spirit world, allowing him to communicate with souls of the dead, and see into the spirit world. He can also physically enter the spirit world. The difference between seeing in to the spirit world and entering it, is that he has the enter it to communicate with any spirits or anything like that.
Power Weaknesses/Flaws: Entering the spirit world wrecks havoc on his human body, causing him to be weak and sick for the rest of the day. When he sees in to the spirit world, he becomes temporarily blinded for varying amounts of time, depending on how long he was looking into the spirit world. Character Background/Biography: In the world that Killian comes from, the spirits of the dead sometimes walk free, if their deaths were particularly traumatic. And some of these spirits are able to make themselves practically Corporeal for a short while. Killian is the only one in his world born of a union between a human and a spirit. At first, he seemed like a normal human baby, but when he was 10, he started to change. His skin turned white-grey, and his hair blue. But the biggest change were his eyes. He’d always had bright blue eyes, but they changed to be two shades of blue, with a white pupil. His mom pulled him out of school, and quit her job for a job from home, where she could stay and teach him herself. He became isolated from his own world, but he discovered that he could visit the spirit world, and he found companionship there. Eventually, he heard of Bielefeld, and thought maybe he could fit in there. Saying goodbye to his mom, he made the journey there.
Why the character is in Bielefeld/Occupation: To find a place where maybe he can fit in.

One paragraph that sums up your character: Born in a union between a ghost and a living human, Killian is half alive, half dead, and it affects who he is as a person, as well. He doesn’t see death as something to fear or avoid, and would kill without much thought, though not without good reason. He is dark and mysterious, and keeps to himself.
Basic worldbuilder comments:
Game Mechanics: Basically, to keep PL neutral for characters, you're either in the material plane or you've crossed over to a specific afterlife destination. This prevents players from doing "I go to Heaven and kill God" bullshit.
Ghosts/Lost Souls:
Ghosts are non-corporeal beings that are trapped in the realm of the living. Some people can communicate with them. They don't have a separate realm... they're stuck haunting the material plane.
Daemons/Demons/Angels/Other:
These beings go from point A to point B. A Heavenly angel can enter the material plane or it can enter Heaven. Note: a Heavenly angel can NOT enter other pantheon afterlife destinations without OP permission.
Afterlife:
This is where PCs go when they die (unless their soul is trapped in the material plane). The place on the "other side" is a physical place. Valhalla is a place. Heaven/Hell/Purgatory is ONE place. Think of each of them as floating balls belonging to a specific pantheon. These balls do NOT touch nor can any creature other than a god visit a ball outside his own pantheon. We set it up this way to avoid conflicts between player canon. PC beliefs determine where they end up. Atheists PCs turn up in the weirdest (OP-determined) places.

- Character A can summon demons: he can only summon demons from his OWN pantheon and ONLY those tied to that pantheon's afterlife destination. He must have a power level of 7 or greater. No PC can be higher than 7. Players at a level 7 can not "godmod" the summoning as successful. In fact, the demon that turns up does have the ability to break free if not properly bound (OP discretion) and it CAN kill that PC.
- Character B can talk to spirits: he can only talk to spirits in the material plane. The spirits can ignore him if he doesn't have an affinity to them. A Native American may be able to commune with the Spirit of the Bear; a Japanese spirit may not be visible/detectable to him at all. Some spirits can become corporeal - these are fair game for all characters to commune with/kill/etc.
- Character C can visit the afterlife: he can only visit the afterlife belonging to his OWN pantheon. His power must be a 9 in order for him to get back to the material plane although, if the story behind the visit is good, the OP may overlook it for just that story.
- Character D is a Heavenly angel: by virtue of the character concept, he was formed by his OWN pantheon. He can pop between the material plane and his OWN pantheon's afterlife location. His home is in the Afterlife; he's much weaker when walking the material plane. (Note: some old characters such as Lucius are grandfathered in and equal in power regardless of material place/afterlife location.)
- Character E is a mage: he draws upon the magic found in the material plane.
- Character F draws upon ancestral spirits for power: in some cases, these are the "souls" of the dearly departed. They can only draw upon departed from their OWN pantheon.
- Character G is half ghost/half human: his "spirit world" is in the material plane. The only ghosts he can talk to are those trapped in the material plane. He can't commune with spirits that have departed/crossed over to his OWN pantheon's afterlife destination.
Please note: this spirit world isn't a pretty place. This character isn't omniscient regarding the spirit world, either. Think of it in mortal terms - I know what animals I'll encounter when walking woods in OH; I won't be too familiar with the habits of all animals in FL, and I probably wouldn't know how to handle animals in AU. For sake of narrowing it down further, "Communicate with Spirits" in this case mean "Ghosts", not "All Magical Spirits".
tl:dr
Killian would only be able to talk to the souls of the dead that haven't departed the material plane to reach their applicable afterlife. He can only enter the weird spirit world found in the material plane. He won't be able to talk to all spirit beings; these beings can choose to hide from him.
