The part about Katya - Amanda was a dragon for a while, and Katya was riding inside a tiny pavilion-type thing so her panties wouldn't show.
The part about Drova - Sandy can sense that Drova's appearance is normal and not by carnival magic. I believe he's offering to take Torii and Drova up for a ride, instead of them going on some boring roller coaster.

On a related note, nicknaming Rmwtyliin is always an option, as she is well aware that Fvaarniimarn names are often found difficult to pronounce and nicknames are traditionally used in diplomacy.
