Huh. You're right. After looking at the etymology, it appears that that was one of its original meanings, but when the word passed from French into English and subsequently had subtle shifts in meaning over the course of several centuries, it came to its modern meaning. It's quite interesting, actually.

1: The EU Parliamentary elections have such little interest that the candidates never even both checking if they've won, hence they never delve into the depths of Brussels.
2: I'm pretty sure the vast majority of government processes are incredibly sedate. Though my perception might be coloured by the fact that my latest foray into that was watching the US Senate on C-Span and witnessing Mitch McConnell propose what days the Senate would be taking off or just coming into work but not actually conducting any government business, with his trademark Brontosaurus-esque alacrity.
