In the early 1430s, the island of what is now Papua New Guinea, was founded by Zheng He. He established friendly contact with the natives, and returned, presenting his findings to the Emperor, who ordered another expedition be sent there to establish a possible settlement. The settlement was established at the mouth of the Sepik River, and was called Diaohainan, meaning [the land] south of the Great Sea. The initial wave of settlers were ill adjusted to the rain forests of Diaohainan, and many died of starvation and disease. In the 1440s, 50s, and 60s, a small port was established, serving as anchorage for the Ming Fleet. Some of the forests were cleared, causing conflict between the natives. With the decline of the Ming Dynasty in the 1600s, the colony saw itself cut off from the mainland, and was left to survive on its own.

In 1644 news of the Ming Dynasty's collapse spread to Diaohainan, and Ming supporters fled to the Chinese colony en masse. The population saw a rapid increase in the mid-1640s; refusing to recognize the new Qing Dynasty the colony declared itself independent as the "Great Ming," and still claimed the whole of China. In the early 1700s more conflict with natives destabilized the former Chinese colony, and a series of rebellions from the people toppled the Ming, replacing it with the Empire of Diaohainan. The first Emperor of Diaohainan attempted to repair relations with the natives, and was mostly successful in doing so. He ordered more land to be cleared, and to get help from European merchants and explorers, particularly Dutch and Portuguese. In the mid to late 1700s they traded weapons with the Europeans; their economy had come to depend on maritime trade. Diaohainan had bad relations with China and was kept posted on recent developments within the Qing Dynasty. In the early 1800s natives were allowed to live peacefully within the Empire, provided they did not attack Chinese - or rather, Diaohainian citizens. The country attempted to modernize, but that was met with mixed results.

In the 1820s and 30s Diaohainan attempted to improve relations with the Qing Dynasty, but this was a failure.
