If France was liberated by Germany in 1944, it would be complete mess. The government would be out of it, and over the past 4 years of war, France has fallen behind in military tech. If we combine the Vichy, Free French, and the captured French army, then you get an okay number. The Air Force is nothing to look at, but oh my god, the navy. It suffered so much during the war. First the British destroy a good chunk of their vessels at Mers-el-Kébir in 1940, and then the Vichy destroy whats left in Toulon in 1942 to prevent them from being captured by the Germans. A few ships were spared, and some even made it to the United States and Martinique. Lucky for me, the Bearn, the only French aircraft carrier, was never even touched during the entire war.

Air force needs more personnel, and the navy has an imbalance towards capital ships, I think you'd have more destroyers. Maine culture would probably be either termed 'Cosmpolitaine' or just French.

That might work out. Lots of instability in the United States of Central America and the Empire of Gran Colombia would be realistic. The concord would need to help keep the new regimes from toppling.
