No, but that's essentially a part of Providence. They'd see it as an extension of their town, and thus wouldn't be particularly happy about any invaders.

Character Name: "Murderous" Matt Shaw

Appearance: Essentially this:

(Excluding the Reilly's Rangers insignia, obviously.)

Equipment: U.S. National Guard Helmet and National Guard Combat Armor, as well as Riot Gear armor similar to the kind from New Vegas, an assault carbine, a police pistol, five stimpacks, 510 caps, three cases of Nuka Cola (not on person, obviously), and a trench knife.

Skills: Extremely resourceful, well-trained with guns, very good with repair and computers, and a knowledge of military vehicles.

Personality: Matt is a little too quick to shoot someone, and tends to employ the "shoot first, ask questions never" tactic. He's very patriotic, and a very team-oriented person.

Motives: Matt wants to bring the United States back to glory, at any cost whatsoever.

Backstory: Matt Shaw was born in Alexandria, and lived there with his family for twelve years, until it was taken over by Alexander. One of the main opponents of Alexander's rule was David Shaw, Matt's father. Late one night, Matt awoke to screams of terror. David quickly recovered a small notebook from his desk, and handed it to Matt, telling him to run, and get as far away from Alexandria as he could. Matt climbed through the window and ran four miles straight, eventually sleeping the night. The next day, he traveled three miles until he reached a set of walls. In front of one was a ruined U.S. Army Tank, and on the other were the words "Louisiana National Guard, Camp Beauregard". Matt survived on the food that had been stockpiled there for thirteen more years before it ran out, and he had to find food elsewhere. Most of his time had been spent repairing military vehicles, as well as reading about them and the U.S. Military in general. Wastelanders learned to stay away from the camp as a result of wastelanders entering the base never leaving. Mainly that, and the fact that their heads were left impaled on the spikes of the base's fence.
He harbors an extreme hatred for Hellenia, and has been repairing military vehicles and weapons in hopes of some day launching an assault on the city and personally driving a blade through Alexander's neck. As of now, Matt is vaguely aware of the existence of the Enclave; partially from documents hidden in archives beneath the camp, and partially from intercepted radio transmissions that he's been accessing using the equipment present at the base. He reveres them, and eagerly awaits a day when they come to Louisiana and personally restore it to its former glory. Unfortunately, his expectations of the Enclave are far, far too high; for example, his impression of them is that they are their own nation, and have complete control over the Midwest, the main source of his radio transmissions.

Anything else we should know?: He has restored an armored vehicle to its pre-war state (similar to an M1117 Armored Security Vehicle), although the weapons are still far from functioning. He is now working on restoring a tank.

@Elerian, this is the second character I asked if I could make. I'm still going to play as the Gatekeepers, I just want someone to play as when there's not much to do with the Gatekeepers, as well as a character that doesn't have to act all saintly and such. Hence, "Murderous" Matt Shaw. Is this character acceptable?

Their separate towns and in completely separate counties, I find it odd they would feel that way. Though I can understand the fear they would have seeing another town so near to you get destroyed.

I don't think the counties matter for much now. These settlements are essentially city states and the town would be in providences' sphere of influence, and possibly territory they claim. Basically the town is like a satellite settlement of providence.
