Henion trembled slightly.

No person or organization could exist within the Ordered State of God. No organization could paint the closing phrase of the Final Revelation in blood. No individual could so defile all that was holy. It was impossible. It was incomprehensible.
But as soon as he saw this, the Senior Detective allowed himself for the first time to acknowledge that The Eye was real.

Basically, my ultimate plan there was to acquire the Collector base (which is why I took you, the only other logical acquisitor of it, out and decentralized you to the point where you could never take it), lure the Reapers to Palaven as per Arch's plan, blow up the relays, and trap them there. Following that, we'd murk the Citadel, removing the Catalyst from the equation.
With that out of the way, we'd replicate the Collector base and use it to make a fleet of Asari Reapers.
Then exterminate or aubjugate all sentient life while exiating in a state of pure siari.
