Before, he'd dismissed it as a rumor. A falsehood made to scare corrupt officials, or maybe some kind of cover-up operation by the Ministry for Information Control. He'd doubted it, denied it even. No person or organization could exist within the Ordered State of God. No organization could paint the closing phrase of the Final Revelation in blood. No individual could so defile all that was holy. It was impossible. It was incomprehensible.

But as soon as he saw this, the Senior Detective allowed himself for the first time to acknowledge that The Eye was real.

I have an idea for a renegade xenophobic human faction that believes mass relays make humanity intolerably vulnerable to alien subjugation,so the have gone off the grid. Is this allowed can I create worlds of the relays network for them to lay claim to?

We are sticking to canon worlds, however there are systems which do not have a Relay in them. Several to be exact as each cluster has only a few relays all in the same system called a gateway system. You would be using the independent human faction app.
