I was thinking more along the lines of finding were the quantum entangled communication device is well I think least it should have one how else would relays be able to receive inputs form the citadel if they weren't active. Then figure a way to pierce the virtually indestructible hull and shields of the relay to destroy it with out vaporizing a star system in the process. On second thought I think it would be easier to invent that space mines are deployable in the corridors that connect the relays

Actually, the Systems Alliance has the largest number of ships in the Citadel Fleet. Everyone seems to forget that this is basically right after Shepard died. The Citadel fleet was utterly devastated by the Geth attack, and as Anderson said when you talk to him in ME2, a human fleet had been defending the Citadel for months afterwards.
And as someone said, Tula is Geth. I know some of you are all playing like the galaxy would just aceept the Geth, even though they are probably the most hated faction in the galaxy right now, and will probably remain so until the events of ME3.
And we don't plan on kicking you out, but your planned war against the Geth, and thus dragging serval Terminus factions in with it, will utterly decimate your military. So you being the strongest military may be true for now, but once that war goes on for a few months? Yeah, I highly doubt you still will be.
Also, don't forget my own build up either. A few months and I could probably have the strongest military in the galaxy.
