The canal in France was actually built under the reign of Louis XIV. The expansion would surely not need the same degree of engineering as the Panama Canal since it is not cutting through mountains or swaps or anything like that. The only main issue would be keeping a constant water level throughout the entire canal, which Riquet solved when he built the existing one.




Those in power are more cautious and conservative.
