I am not sure a Pentoshi-Myrish fleet is going to be much bigger than a Volanteen one. Assisted by a Ghiscari navy (and while my armies is going nowhere when the Dothraki and Mantarys is challenging the empire the navy can't do much about that and as such can be sent elsewhere) it will probably be the bigger force. Though its navy obviously isn't Ghiscari's strong suit Aemon has been working quite a bit on creating a large force, and even if Astapor, Yunkai and Meereen have few ships New Ghis and Elyria must have plenty so all inclusive the empire probably has quite a few ships.

Only a tiny bit bigger is still bigger, no? And it has Lorath as well, even if Lorath is easily the weakest of the Free Cities which may just make that fleet larger.
It's still probably going to fail, since Zereno knows its one massive all-or-nothing gamble but he's damn well willing to take the risk.

Why would Lorath care enough about the Stepstones to send ships there? Also presumably its possible for a surprise attacking fleet to sail through the stepstones to before a large enough fleet to stop it can be assembled. Either the Volantene(-Ghiscari) ships sails through and regroup with the Pentoshi-Myrish(-Lorathi) north of the stepstones for one great fleet, or the reverse (definitely the reverse if Ghiscari is to partake). That shouldn't be impossible.

Wait, the fleet has to sail through the Stepstones? Won't it be pretty easy to sink then?

I presume most of the Free City fleets are galleys and dromonds; the former are effectively designed for the type of battle that would be fought in the Stepstones whilst the latter would act as fire support platforms.
And I think the Volantine fleet is going to move on Lys rather than sailing to the Stepstones. Zereno will change his mind once they're at sea.
And Lorath's coastal, which is why it cares; it knows it's uber-vulnerable to Aero, so it's sending a small fleet in the hope it might make a difference.
