That was kinda the problem with the last LOTR Rp. I'll say no recruitment for now, but,you may go on quests and receive reasonable rewards, TG me if you want one.

How would this work for my Rohirrim in Enedwaith who all they are doing at the moment is attempting to recruit volunteers since ethic aren't big enough to fight the forces inn Rohan.

Even if there isn't a system in place, I'll still be able to attempt to get recruits if my group is actively doing so, correct?

Character name: Arq'tadan
Race: Man
Appearance: A tall, dark-skinned male with long, dark hair. He generally adorns himself with Haradrim battle-armour arms himself with a shortbow, scimitar and spear, as well as the Black Serpent banner.
History: Arq'tadan was born into one of the many nomadic tribes of Near Harad. Although small and relatively weak, his tribe were masters of battle, boasting some of the greatest warriors in the ranks of the Haradrim, and so naturally he grew to become an exceptional soldier- both at range and in combat. Upon coming of age he joined the ranks of his tribe's war party, and proved himself as a competent commander, as well as developing the skill to fire while on horseback. These factors would come into play when the Dark Lord summoned the warriors of Harad North to crush the Kingdom of Gondor, where he established himself as one of the higher-ranking commanders within the Haradrim war host.
He now fights as one of Harad's leading commanders in the war against the 'Free Peoples' of Middle-Earth, seeking glory and conquest in his many exploits.

This next one is a blind shot, just an idea I had:

Character App-
Character name: Borsig Flesh-Bane
Race: Beorning
Appearance: Borsig is very tall, even for a Beorning, with long, grey-white hair and grey eyes. He coats himself with the hide of a snow-troll, it's fur and thick hide providing both warmth and protection, and is armed with two large axes that, if given to a man, would normally be considered great battle-axes, but in Borsig's large, strong hands they are mere petty war axes.
History: Borsig was born to a small band of Beornings who attempted to migrate across the Misty Mountains and resettle in the West, thinking Forodwaith an easier route than the great High Pass. They were gravely mistaken. After crossing almost half of the great wastes, a horrendous snowstorm and subsequent avalanche resulted in the deaths of all of the party, save Borsig, who only just escaped being consumed by the avalanche with the discovery of an exceptionally large tree. He spent the next days searching around the area for his companions and supplies, ending his search after discovering his mother's carcass, who which he mourned for for several days.
After he completed his mourning, he was consumed by a shell of rage and roamed Forodwaith, releasing his anger on any and all he came across.
During this period Borsig destroyed a few tribes of Northmen and Orcs, as well as slaying the great troll Strokhoth with his bare hands, who's hide now covers Borsig as a trophy, and serves as a warning to all who dwell in the North. Eventually he calmed himself, and began developing a new way of life in the Northern Wastes centred on hunting, earning him the title 'Flesh-Bane' after his lack of discrimination between the meat for his meals.
Eventually he began exploring the lands of Forodwaith and proceeded to offer his skills as a guide and bodyguard to those who traversed the great wastes, giving him considerable knowledge on the news of Middle-Earth and it's people. He is now beginning to decide his stance on the war, and is speculating on leaving Forodwaith to gain a first-hand account of the situation to make his decision.

No Beorning is stupid enough to choose Forodwraith over the High Pass, I'm pretty sure. How do you slay a troll with your bare hands. Offer his skills to who? I believe there's a reason that they are called the Ice Wastes of Forodwraith, travelers do not frequent the place. But if you can come up to solutions for those plot holes, he'll be accepted.

As per the issues of using Forodwaith, I was thinking that the Beornings feared the Orc-filled High Pass and thought that Forodwaith would be less congested, allowing them to slip past. Then, after Borsig established himself he was hired by travellers (merchants etc travelling from Erebor/Mirkwood to Arnor etc and vice versa) instead of going alone through High Pass, as he guided and protected them (I should have mentioned that his prices are relatively low, asking simply for food, tools and news).

The troll episode was an attempt by me to show his strength, either snapping its neck or strangling it in his insane fury, and the 'great' part was a matter of respected status rather than size or strength, thus causing other trolls to avoid attacking him.

If he can't be accepted due to canon issues, it's fine, I just wanted to put my idea out there and get some feedback.

Well, if one would want it to be realistic it would be very OP for the evil side...
Elves would decline in armies, Dwarves would decline, Ents would decline. Only good force that would increase would be men. But then, orcs multiplied as rabbits.
Realisticly it would be a matter of time for the evil side to win, though like Star suggested, some kind of quests with rewards would be a good thing.

The most important reason why i don't favour a recruiting system is that it would create an environment where people go around and attack random stuff that has little to no value. Being a bit strategic is always more fun and it keeps stuff interesting.

Well as long as there is still an opportunity to recruit if a group chooses to do so I will be fine with no system in place...as I made my group with the idea of recruiting locals of Eriador to form a military force.

Well just like Star said, which i would think is the best idea. No recruiting system but some kind of quests that gets you a reward.
