They already kind of knew during the First Council of Elrond. He had been gone for thirty years, without a word heard from him. The Dwarves of Erebor would have their ideas, at least. I don't know how well this expedition was known to the other Dwarves, but I can imagine Durin's Folk keeping it quiet to the other clans, just of security reasons. So they could boast the recapture of Khazad-Dûm when Balin returned, out of they blue. Alas...

I figured it would be well known to the Dwarves, even the eastern ones. Anyhow, in the cannon they found out once the fellowship entered it, i just need to know wether it has already been discovered (since it could be likely that after Erebor was destroyed they went to seek refuge at Moria since Balin was supposed to be there) or not. Now it has been 6 years and Erebor has been taken so for me it would be very likely that they already found out about Balin's faith, though if not, Gróin will discover it once he travels through Khazad-Dûm to Rivendell.

Well, no one has entered Moria or come out, so I think it's been assumed that Balin is dead.

Well, they confirmed his death when the Fellowship barged through Moria. But, seeing the time that had gone by without word of Balin, much of the Dwarven community assumed he had perished. The tone in the book was very grim when they spoke of Balin. Gloín, who talked to Frodo on the matter, seemed pretty sure no Dwarf had made it. But I think Groín will certainly confirm his demise, and the news will be somewhat of a blow to Dwalin. Also, if you want to, the Dwarves of the East could know of his death, it matters not.
