Most "oppressed" people already live in their "homelands". Most tend not to be spread out in big diasporas with few hotspots, and even fewer have a culture that allows for a state-society. The Romani, for example, wouldn't be able to establish a state due the fact that they spurn them.

Yeah, that's also true as well. Well you do ever happen to establish such a state, I will trade with it like there's no tomorrow. But, in my opinion, I also don't see the state as being stable. As you said before, it would get annexed pretty quickly.

Mmm, I don't think stability would be an issue, since it being composed of willing cultural immigrants and run by almost a corporation would make rebellion, extremism and the like unlikely, but it would be militarily effectively powerless.
