Also, I'm assuming the current border between East and West Ukraine is right next to Donetsk?

Not it is outside the Donbass Region, as well as with the pull back we are still advancing...

How? How do you advance when they are still conducting operations into your territory?

I'd say they still control Border regions of the Donbass, all things considered. You can't launch an offensive at the same spot your opponent is launching an offensive. It's common sense.

They ended Major operations, but not operations altogether.

Late 2015, I may remind you. This is the beginning of 2016. That means not all forces have pulled out, and they are thus still conducting operations.
