I think this is a question to be answered by NB. I really don't have enough inside info to give you anything.

The OP litrally says
"Unprepared for war, Erusea and its neighbors fell quickly under the might of the combined Sapin and Belkan forces. Soon the Sapin-Belkan coalition had captured all independent states on the Usean continent."
Seems pretty clear cut. It literally says "they own all of Usea."
Now, if thats what was meant, well...thats debatable.

Checking around, Rup. Think of this like writing your app to ISAF. If you put just that as a bio, they'd arrest you ass immediately. Jason gets away with it because he can prove his ex status as a very high tier agent of an unspecified government. And i'm the OP, so ja.

I really dont think that the number someone is assigned is indicative of their ranks at all. They could be based on seniority, they can be randomly assigned, they could be based on when the pilots birthday is, for all ti really matters.
In the system I use for my nations Air Forces, 1, 5 and 9 are flight leads, and therefore more than likely superior in rank to the rest of the numbers. Obviously number sequence don't mean dick in Erusea, since Yellow 13 lead a squadron.....and his wing mate was Yellow 4.... and, Jean-Louis Flaubert was Yellow 21.
At the end of the day, what the hell does it matter who is superior to whom and, for serious, it rally doesn't matter who gets what number.

She made up for it with her service in Yuktobania, where she served with some distinction as a skilled dogfighter and anti-shipping pilot, though nowhere near as good as Sand Island, of course. Like many, she was shocked when Sand Island Squadron was branded as a group of traitors. She couldn't believe it. She didn't believe it, and bet quite a sum of money that they weren't. That's good for Erusea. This is ISAF. Where, from what i have been able to tell, number sequence means something. It also does in Osea, methinks, since in AC5, where Wardog Two (Nagase) was offered promotion first. She refused, and Blaze accepted.
So, Erusea is just one difference. Everyother Strangereal nation has otherwise shown that number sequence means something in their squadrons, and even if they didn't, this is ISAF, where we've seen that it matters to them. It does, infact, matter. Which is why right after briefing you'll all go through a mock dogfight exercise to test your reaction and abilities. You will then be assigned numbers based on skill first, rank second. Which means, for example. a First Lt could be Liderc 2.
EDIT: It feels so weird addressing a moderator as if i'm more than just a tiny peon to them. Like, really weird.

I don't know if they still do it but during WWII the Finish had not flight lead. Well technically they did, but during sortie whoever spotted an enemy aircraft first became the flight lead for the duration of the engagement.

You do whatever you want, you're the OP, I'm just along for the ride, but this seems pretty convoluted and useless to me. Your ISAF analogy kinda fails when you remember that he was always Mobius 1, even when he was a scribble.
Course, there were no other Mobius planes until later, so maybe he just commanded himself?
