I think so. The thing is that in NATO OF-1 can mean either 2nd or First Lt. I got NATO and USAF mixed up as one so I just put you at the bottom of the 1st Lt. list, which I guess was the beginning of the 2nd Lt. List.

I really dont think that the number someone is assigned is indicative of their ranks at all. They could be based on seniority, they can be randomly assigned, they could be based on when the pilots birthday is, for all ti really matters.
In the system I use for my nations Air Forces, 1, 5 and 9 are flight leads, and therefore more than likely superior in rank to the rest of the numbers. Obviously number sequence don't mean dick in Erusea, since Yellow 13 lead a squadron.....and his wing mate was Yellow 4.... and, Jean-Louis Flaubert was Yellow 21.
At the end of the day, what the hell does it matter who is superior to whom and, for serious, it rally doesn't matter who gets what number.

Not a president, just my RL names mixed around a bit.... Also in our current planes probably. Jackson is used to an F-18 not an A-10 but regardless he's been flying for the military for the last 9 years... Cut him some slack he's seen some stuff... And some things... He wouldn't recommend it!
