I'm not entirely sure what you're coming from. In modern day there aren't exactly many 'blue collar ' workers such as carpenters , stone masons , gunsmiths ect. You're assuming that somehow everyone is now a capable Blacksmith , Carpenter , Mason ect. in a world were such skills were often seen as lower level jobs due to requiring manual labor. You seem to not understand the concept that basically 'no' 21st century technology is going to be functional on a broad scale. It either would've been so completely and utterly fried by the combine EMP's of multiple nuclear weapons or lacks the components required to run. Any remaining 21st Century tech is few and far between.
But there are workers of that kind. So with whatever technology we can repair, we can rebuild our nation, clear it of fallout, and begin to rebuild other nations. So we can feasibly have a 350K military.
