Just one problem, most of China is frozen over. And pretty much all the Chinese would've died or fled downwards to Oceania.

So if China's frozen wouldn't Russia and northern canada (the worlds north) be mostly uninhabitable?

I think only the Chinese far east is frozen over, I don't think the western quarter would be affected *that* horrifically, although there would be significant amounts of radiation to be sure.

Anyways, reservation acknowledged unless something else comes up, which it most likely will.

I'm not sure, ask Scott. Places that have been frozen over can be lived in, the only reason China can't be habitable is because of the high levels of radiation.

Compared to the major cities, Volgograd was relatively undamaged. The only regions majorly affected by the bombs were isolated segments of the Oblast which housed the missile silos. Within the first few months, the regional government broke down due to internal strife as factions waged war for territory and raw materials. By the middle of the war, there were four clear sides, the purist Slavic faction, the fragile Don Union, the independent Kalininskaya Pact, and finally the socialist Volgograd Soviet Socialist Republic. Compared to the other factions, the Volga SSR had the most population and most resources under their control. Additionally those who lived in the SSR were greatly inspired and looked up to their leader, Premier Mikhail Sukhoi. After two years, the SSR was able to gain control of the whole oblast. With their victory, Premier Sukhoi promptly renamed the city to Stalingrad.
While nation consists of only Stalingrad and the suburbs that surround it, it still strong and fiercely independent. It is said that because of the Sukhoi brothers, the Volga Soviet Socialist Republic was able to stand above the other factions in the Metro. Mikhail Sukhoi, the official face of the nation is a well versed orator and can inspire others to action, while Pavel Sukhoi is a skilled administrator and is able to handle the bureaucracy. This combination has allowed the young nation to survive thus far and maintain it's independence. It's military is solely focused on defense and their tactics focuses on guerrilla and urban warfare. In addition it gains it's recruits by conscription of both men and women for 2 years at age 18. Those exempted from the draft are due to physical and/or mental aliments. An advantage for the defenders is not only their knowledge of the Moscow area and metro but also the radiation. Invading forces must account for the large amount of radiation still within the nation itself. The Stalingrad Red Army, while lacking vehicles, makes up for large surpluses of infantry weapons and a fully militarized population.

The nation is able to survive by scavenging for supplies such as ammunition, metal, filters and raw resources. It's metal workers are able to create weapons and other necessary goods due to their previous experience or just from improvisation. While this has been able to sustain the nation in the past, rising population have caused rationing to occur and the government is currently seeking a solution to either accommodate the rising population or curb it's growth entirely.
