Currently in Cycle III [January 30th, 1938 - February 12th, 1938


Gameplay


Gameplay will be done in cycles of one real day for every 2 weeks IC, with players making actions for those weeks with their military and trade units, as well as keeping the flow of the days moving. The Head of State may also appoint a Deputy Minister, to assist in the overall management of the Empire. Building off of this, the military units will be organized at the divisional-level, to keep military conflicts clear and to allow for the easy management of forces, considering there will likely be so many. Combat will be decided via both the physical factors (terrain, troop type, etc.) and a decision made with OP discretion, although it shall stray from the latter.

Rules


0. Look at other accepted apps first! Corollary: Read the entire OP and accepted list before you say anything.
I. I am the OP. I am God as long as you're in the RP.
II. Realism is key. Casualties happen, vehicles blow up, things happen. Deal with it like an adult, and keep fighting.
III. Keep the posts well done, grammatically and spelling-wise.
IV. No actions without means. Therefore, there is no need for a massive naval mission to destroy England, etc. off the bat.
V. I reserve the right to make small edits to your apps if I feel the need to.
VI. People will die. People will bleed. You win arguments and lose some. Deal with it, but act like humans.
VII. Every post should be a readable-length. Even just conversations, The English language is beautiful, so neglect it to one-liners and you will make me angry.
VIII. Extended conversations should be sorted out via TG or OOC before insertion into a post, to keep the posts flowing.
IX. As the OP I reserve the right to make edits to apps or posts as I see fit to keep the RP running smoothly

Maxim Litvinov sat on his Ministry of Foreign Affairs in Moscow. The weather in Soviet Union at the time being is a bit cold, perhaps due to the month of this year as of now. Maxim Litvinov has serves USSR as People's Commissar on Foreign Affairs for about 8 years now, and there are certainly events happened now and then. Communist had spread to China, and now struggling against capitalist-backed Chiang Kai Shek. On the other hand, Germany being further and sometimes not further in relations. However, the current foreign policy is to strengthen relations with both factions, so to speak. Maxim started writing letters of diplomatic negotiation:

To Mao Zedong of Revolutionary Movement of China,

It's being my greatest honor to greeting you through this official letter of recognition. It's come to our attention, that your movement had greatly benefited the people and the workers and the farmers against the capitalist Chiang Kai Shek. We also recognized your struggle and in need of aid. Therefore, we are interested in sending you aid to further support the people's cause in China. We want to negotiate the aid about what you need because we can't send aid blindly without knowing the objectives of the present time now.

Wilhelm Ritter von Leeb had long since been managing the affairs of his country. The paper government was doing little to heal the deep pain and suffering felt by his people, and clearly the government was content to bicker and squabble for votes while the German people suffered. He had fought for a German Empire, and seeing his country left with its flash torn in ragged tatters and left to rot in the European sun made his blood boil. As such, he had assumed commaned of the Bodenkampftruppen, the Weimar's new land forces, a molted version of the older Versailles-restricted army, it expanded, as the Entente was too busy managing internal affairs with economies sliding towards nothingness to manage another nation's military power.

von Leeb had ensured the government had poured money into public works, social programs and education, and also increased funding for state security and "heavy manufacturing machinery" which would become part of his Schattenrats' burgeoning portfolio. However now, the cowed and meek Foreign Minister had brought him a communique from the Soviet Union, extending a hand of friendship. Wilhelm laid back in his chair, shined boots resting firmly on the floor. He had an important decision to make, as these red folk would be the deciding factor in the future of Eastern Europe. He decided to pen the letter himself, and send it via mail courier rather than telegram, feeling a personal touch was more necessary. he had fought and died against Tsarists, not Communists. And although he detested their politics, he respected their armies.

To the People's Commissar of Foreign Affairs of USSR, Maxim Litvinov;

It has come to my attention that as you eloquently put, " our relations isn't exactly on good terms". Seeing this, it has become prudent for me to inform you that while we welcome any aims at friendship warmly, we expect you to understand that we wish for Soviet officials apart from an ambassador and formal political consular staff must refrain from integrating with members of both the German Reichstag and Bodenkampftruppen. This is as much for our mutual benefit as our mutual protection, as the varying political and cultural differences, not to mention historical conflicts, could create for a certain level of diplomatic embarrassment neither of us should wish for.

Politics aside, Wilhelm quickly called his aide into the room, briefing him on changes to military composition and necessary units that were to begin advanced training in order to bring about the advancement of the army's readiness for approaching operations. In addition to this, a flurry of telegrams were sent to major shipyards and industrial manufacturers, demanding representatives make their presence at his headquarters for planning and arms requests. Seeing this completed, Wilhelm decided to take his German Shepard for a walk, bodyguards in tow.

First and foremost, allow me to extend a hand of greetings to you and your country. As you will be aware, ever since the ending of the Great War twenty years ago, the relationship between our countries has grown warmer, but has not yet developed into a fully-fledged friendship.

After extensive consultation with governmental ministers, I must propose a formal pact between us now. Germany's less-than-ideal position is evident to all; the Treaty of Versailles has indeed saddled you with a heavy debt you have not yet mustered the funds to repay. And though your economy is improving, even when it was at its worst France insisted upon immediate reparations.

Thus the proposal is this: The United States of America will acknowledge the Treaty of Versailles as an unlawful treaty, will abolish the debt owed to us, and will be willing to replay the debt which then still exists on Germany's part. It is also evident that Germany has a want to re-arm rapidly; the United States can provide aid in this field also, if desired. It is my sincerest wish that our two nations may prosper together and that a formal treaty can be struck with this proposal as a basis. I believe that the United States will be able to work together with Germany very effectively on industrial, economic, and technological programs.

France survived the First World War because of our allies in Britain and Russia, and eventually the USA. We need to maintain those links and work to make them worth it, or else we risk falling into decay as one of the smallest power blocs. Alliances and development will be the keys to French relevance in this turbulent world."

Pétain, so recently recovered from his cold, looked at a thoughtful audience. The few top level government ministers of the Third Republic sat before him, absorbing his words. His speech had not gone entirely to waste, then, but he hoped they at least saw the logic behind what he said, and if not, would point it out. As Germany emerged into a power comparable to any, while the USSR continued modernising and even China's situation grew better for it, and crackpot regimes and empires springing up all around the world, France had come to a crossroads, he its leader. Without a government and a strategy to steer it in the right direction, the nation might well fall from relevance, from grace as a dominant power that it had enjoyed for millennia. Things now changed more in decades than they had in preceding millennia, indeed, and the turbulence of the modern, hopelessly global world was something only newly traversed. But here, if he could create a stratagem that would not only work but go on after he died, something he quite frankly knew was to be soon and unpreventable, perhaps he might guarantee his beloved country a place in history, at least for a time more. If only he could be sure of any of it, confident in it being more than senility.

The president leaned back again to properly await a response, he now having properly finished speaking. The small party, of which only a few even had the authority, vision or knowledge to respond, was about to give its feedback. This meeting, though informal and almost poky in its venue, was one of the most important for the deciding of the future course of France, especially among its leading figures. Its leaders, power as concentrated in that room as anywhere else, would be getting down to business about the most basic of directions, the baseline of the national direction. Though Philippe was hard on hearing, he was not about to miss on what about to be said.

Wilhelm stood in the dark, warm lounge, looking through one of the large bay windows at the snow-laden countryside outside of his Frankfurt Headquarters. Konteradmiral Wilhelm Marschall stood next to him, uniform slightly unbuttoned and with a glass of scotch in his hand, the fire behind them also warming several of General von Leeb's staff, who had been overworked in their preparation for the upcoming operations. "Admiral, you are expected to detach Flotte Kampfgruppe 1 to support the new Afrikaner Kampfgruppe." von Leeb looked down his nose, eyeing the reaction of the head of most of Germans surface fleet. He pondered, weighing the political options of his next few words, then turned to his superior, and nodded.

"It shall be done. Do we have a mandate for this operation from the Reichstag?" he asked.

"Let us just agree that it came from officials in places of authority," von Leeb said, hinting at the existence of the Schattenrats. The seaman nodded, mulling over the ships necessary to protect the force. von Leeb shook the man's hand. This was a time for few words, and bold actions, he knew. He strode into the adjacent room, gazing at a map of African on the wall, with arrows indicating the paths of approach against the garrisoned forces, as well as areas in which they would need t occupy in order to ensure that the resource production was maximized. Knowing full well that he was going against the Treaty of Versailles, Wilhelm had to assure himself that with the American's new trade agreement, there was a chance that the rest of the Entente would not follow through with direct action in preventing such actions. He found an aide, and composed his letter to the Americans, ensuring to keep his cards close to his chest.

To Franklin D. Roosevelt, President of the United States of America,

It is with great pleasure that I receive your message, and I wholeheartedly accept the greetings in which your present. The relationship between our countries, as you said, could use strengthening, and a formal bond would do much to remedy this.

However, you underestimate our position. Industry is on the rise again, unemployment is dropping, thanks to myself and a few key individuals within the government, acting on the behalf of the executive branch to ensure a stable and strong German nation. However, the repayments you have referenced to continue to burden us.

Should you choose to take such steps as to renege on your affirmation of the Treaty of Versailles, as well as taking large amounts of debt owed to the Republic of France, we would be eternally grateful and fully willing to assist the United States in whatever capacity deemed appropriate and responsible by both of our governments. As for re-armament, we assure you that at this time we are content with our current forces, and are focusing on a new class of technology that will hopefully allow us to remain within our Versailles restrictions until the treaty is no longer ratified by a majority of members.

We await your response, and invite a delegation of Americans to meet with us to discuss the finer and more technical aspects of such a deal, though we warn you we will not sacrifice Germany's national or international identity to make better a treaty.

We greet you most warmly, and would encourage a summit from which we could discuss our mutual border, and the possible disarmament of our militaries further, to ensure that Europe again remains safe from the blight of war as seen in decades past. In addition to this, a trade summit would be looked upon favourably by our government, as well as yours we would hope, in order to ease reparations to a point where our nation was again self-sustaining and able to actively participate in world discussion and policy making.

As well, we advise you heartily to allow our ships to resupply on a routine patrol to the Horn of Africa, seeing as Britain refuses to give right of way in the Suez.

Nikolai Voznesensky had just been appointed Chairman of the State Planning Committee of the Soviet Union in January 1938. His predecessor, Valery Mezhlauk was being held in state custody under the accusation that he was an "enemy of the people" who purposefully set out to sabotage the current 5 year plan. Voznesensky's new office was just large enough to accommodate the thousands upon thousands of files needed to organize a centrally planned economy in the pre-digital age.

While he had few connections in Moscow with perhaps the exceptions of Alexei Kosygin and Mikhail Rodionov, he sought to win the favor of party veterans and form a united front against the counter-revolutionary elements comrade Stalin worked so diligently to stamp out. Politicians held in high esteem such as Maxim Litvinov would make valuable allies when attempting to sway the politburo to make the necessary domestic reforms needed to achieve this goal. So long as he could keep things on track and then help design an even more ambitious military-production based plan to be enacted at some point in the early 40's there was no doubt Voznesensky would succeed in this venture. It was with that in mind that the Domestic Affairs minister took to the pen seeking to kickstart his new career.

To Maxim Litvinov, People's Commissar of Foreign Affairs of USSR,

Comrade, I write to you under auspicious circumstances. While I personally am thrilled at the central committee's decision to appoint me to my new position, the betrayal of our former colleague .......... ............. still weighs heavily on my heart. After talking things over with my wife and deciding to come to Moscow I am pleased to tell you that I am finding things quite nicely here in our nation's capital. My staff is currently drafting legislation intended to simplify my committee's bureaucratic structure, do away with institutions such as the quota system and introduce comprehensive agricultural reform. I realize that the Union's affairs abroad must be the forefront of your attention but nevertheless I am firmly persuaded that someone of your vast experience who has served our great nation for so many years will gladly voice your support for such necessary changes and will do so in the public view.

The president nodded to the military fellow, who stood and left, having received all his orders for the recent expansion of France's army. Already, large numbers of recruitments for much of currently understaffed southern France and the colonies had been seen, along with manoeuvres in much of the north, and soon, the navy would be getting an upgrade. It was a time of mixed blessings for the military; Pétain was a former military leader and certainly one with the mind for it, but nevertheless, even as Germany's reparations for the Treaty of Versailles trailed off, the budget was stretched. In many ways, it was almost a redistribution of resources than expansion.

All the same, resources would be taken from both the budget's bottom line and the manpower pool, both not things France was doing particularly well with. It was a necessary price, though, and the president, having seen the door close behind the general, began to make the arrangements for the raising of the new units and the other actions that would be taken.

He pushed aside the papers on the desk which he had been reviewing prior to the military visit; pertaining to the permission of Germany to dock in a port of French West Africa. That was still to be resolved, a long debate strung out about it with several members of government, but Philippe, looking over it again as he swiped information away, made the internal decision to allow them, once he hammered out the administration for the new troops. He had been sitting on the fence earlier, but the review of the military he'd just conducted drove home the point of vulnerability. France could not look to war as desirable any more. The nation, these days, was more of a target than an aggressor compared to the other great powers.

Even so, the papers were duly stacked aside, and he began other work, quickly drawing up a rough plan for what would need to be done, and putting a footnote at the bottom about the German request to dock in Dakar. Perhaps he could later find some way to use it as leverage, but probably not. For now, feigned friendship would do. Well, not even. For now, he had to work on the plans for the army.

He had been opposed by the military on some terms but with the military's influence on the Japanese Government shrinking perhaps his plans would finally be put forward even as his newest decision would no doubt become very unpopular among the army and navy but it was for the betterment of Japan and what could be more honorable than that...

The Emperor gracefully accepted the large blueprint that was handed over to him by the bowing Imperial Architect. His Imperial Majesty scanned over the paper, occasionally looking up to check with the blueprints. The construction, which had been going on for quite some time had now stopped in respect for the Emperor's visit. The whole area looked uncanny, extremely serene. The large construction machines had been halted and all the construction workers were lined up in neat rows on an open area in front of the construction site.

This was to be the Olympic village for the Games of the XII Olympiad, hosted for the first time outside Europe and in the Orient, in the capital of the Greater Japanese Empire, In Tokyo. The Emperor was pleased, he had grand plans for these Olympic Games. They would coincide with the 2600 year jubilee of Japan, and would be the ultimate showcase for Japan to prove its true power and splendour to the East Asian Empire. Hirohito nodded to the Imperial Architect, the man in charge for the construction of the Olympic village and everything needed for the Olympic Games. The Emperor looked out over the massive construction site.

"Your Majesty." A voice called out, the voice of the Emperor's aide and Grand Chamberlain, Suzuki Kantarō. "There are other pressing matters to attend to, if Your Majesty wishes." Hirohito looked over to the Grand Chamberlain, who stood bowed to the left of His Majesty. The Emperor looked back to the Imperial Architect and handed back the blueprints before nodding and then taking his leave, walking over to the car with the Grand Chamberlain in tow. The car door was opened and the Emperor stepped in, as they drove back to the Imperial Residence.

Imperial Residence

The Emperor had called to a meeting with the respective ministers of the military, the minister of the Navy Yonai Mitsumasa and the minister of War, Hata Shunroku. With tensions being high along the Sino-Japanese border and relations worsening the Emperor was of the firm belief that the military needed strengthening. The economy had been strengthened during the recent years which allowed for a stronger military. Especially modernisation was needed according to the Emperor, to ensure Japan's strength and dominance in the Far East and the Pacific Theatre. Hirohito had personally approved of both the ministers, and found them both trustworthy and loyal to him and to Japan, and still not the fanatics that could be found in some of the generals.

The maps laid out across the table, the position of Japanese forces and navies etched out on the maps as the three persons would draw lines across the maps and discussing, with the utmost respect for the Emperor at all times. The minister of the Navy also approved of the focus on the army in the production. The meeting concluded quickly and the both ministers were invited to the Imperial Dinner on the same evening.

Your point is very valid - while we have historically not been on bad terms per se, we have certainly neglected relations between our nations and they are indeed in danger of growing cold if we do not renew them. Timoshenko sighed as he finally finished telegraming his last order to the Red Army units affected by his reorganisation; he'd done it without confirmation from Stalin; but he had no doubt he could persuade the Comrade Premier that the reorganisation was to place more assets under politically reliable units and thus avoid being named an enemy of the people.

However, he still had to telegram the glorious Comrade-Premier about the reorganisation, and perhaps more importantly, the idea of the Armoured Cavalry Corps.

Following the most recent purging of counter-revolutionary forces from within the Soviet government, I have taken the liberty of reorganising the Red Army to place more forces under the control of those units commanded by politically reliable officers.

Furthermore, in response to my own questioning of the flexibility of our Far Eastern forces, I have begun the creation of a Far Eastern Airborne Corps to provide the mobility needed in that vast military district and also the formation of a new Armoured Cavalry Corps, which with your permission I will form several more of to act in a similar fashion to our Mechanized and Tank Corps, but utilising cheaper and non-fuel consuming cavalry and allowing the shift of more valuable Tank and Mechanized Corps to other theatres whilst still retaining a mobile element in those secondary theatres.

Though popular newspapers often got the reputation of being sensationalist, inaccurate and truth-twisting, the one that this boy lauded, waving about, was not far wrong. Despite it being by far one of the papers with a smaller readership, it seemed to have captured the events of the week quite well. A French division had indeed moved to occupy, or, rather, stabilise Andorra, undergoing fierce unrest prior to the elections for that year, and the division was now settling into the capital, Andorra la Vella. It was unclear how the Spaniards would react, in their precarious, curious position, riddled with fascism, and especially with the fact that said peculiarity was related to the Andorran issues, but France was at least stronger than Spain, and no more than cursory objection was expected.

Furthermore, though it was much less interesting than the story made it out to be, the Germans had indeed been in Dakar. While quite a lot had been said about it, it was truly no more than a visit, a quick pit-stop with little trouble made and then the fleet, itself not particularly remarkable, off again. Indeed, it was not as interesting as the story about the tremors in Provence, which had seen a few antique chimneys broken, a few boats made wet where they were normally dry, some eggs broken without omelettes made, and that nature of thing.

And then, perhaps, even all that was not as notable as the baby boy born with patches of skin where his eyes ought to be; a Parisian immigrant to Breton Nantes had birthed the odd child, who was healthy in all ways but the lack of organs for sight. Examinations had revealed that the skull's eye sockets were simply filled with what was the equivalent of scar tissue, and that the boy would simply have to go about life as if blind. All the same, a media circus was whipped up, and many photographs were taken for a public hungry for news.

A young gentleman in a terribly old suit stepped up to the paper boy, handing over a few coins for a copy. He folded it under his arm and walked away, carrying the news of France with him, and the seller was left behind in the street again, calling out to the crossroads for a product that he cared little about but for the pocket money it brought.
