Comments or concerns: Is is possible for the United States to be less isolationist in this timeline than it was in real life in 1938, even slightly?
Agenda: Finish dealing with the last lingering effects of the Great Depression. Keep doing the large-scale industrial programs, in order to strenghten the economy and infrastructure, as well as stimulating economic growth. Pursue 'Liberal American' policies, consistent with FDR's personal views. Initiate and heavily fund several large-scale military development programs. Invest heavily in, and encourage heavily through funding and policies, the development of science and technology - encourage innovation and link this program with the military development programs, in order to ensure American military and scientific/technological leadership. Attempt to strike deals with East Asian nations to import oil from them in exchange for close ties, possibly including protection. Attempt to establish better relations with Nationalist China and aid them - ensure that they win the Chinese Civil War and stay good allies of ours over the long term.

I'm wondering now if I could get American battleships the size of the Yamato and Musashi built. They'd be quite a bit better than the Japanese ones for a variety of reasons. Hm - I wonder, could that be made part of the arms development programs?

Oh, that's another question: what happened with the Washington Naval Treaty? Is it even as important? I have a few ideas that don't fit with that.

Well, the Naval Treaty was back in 1922. Wasn't that our PoD? We'll have to discuss what the various powers want in terms of canon there, obviously.

The naval treaty happened, but you'll have to create a timeline for the ship's completion, or when they were started so I don't have people cranking out battleships every 3 cycles.

As for abiding by the treaty, that is entirely up to you. Just don't be reckless or OP with such ships.

So, I've had exactly 0 luck on finding any Soviet OOBs for 1938. I have found a complete one (literally everything) here for 1941 and I'd advise everyone to use this for OOBs unless they've found something from 1938.

From memory, the Red Navy expanded very little 1938-1941 so that should work fine.

As for the Red Army... Information is very difficult to come by. I'll do my best, but with Stalin's Purges I doubt the Red Army changed much 38-41.
