Eh, realistically you need people at home to support your nominal inferstructure so the troops need to be lower for all numbers. I do understand where you are goin though, maybe more explanation of some of the major vassal tribes.

Those troops are the men of the tribes who are willing to go out and fight, they are levies. I didn't really mean for there to be any prominent vassal tribes.
If someone were to question Ukko's legitimacy, they'd be killed by their clansman even if they are a chief.

You would not be able to maintain troops of those numbers without causing problems. The other problem is to maintain this sort of fanatacism you need to make everyone actually fear you, not just a few chiefs. Else, as seen in many more militarized cultures, another stronger warrior would take his place.

That is fine, the only problem is the less organized you are, the smaller the ammount of people you can command. I am trying to find a middle ground for you between tribal rule and organized government so that you can maintain most of your points.
Your numbers would not be able to be liably as high, you need for a warrior culture to be able to continue replenishing ammounts of offspring, food to feed them, people to maintain your boats, people to forge your weapons, etc. Else everything falls apart very quickly. And all of this must be accounted for, those who work to support the warriors and the warriors themselves, else you cannot have a viable state.

They are a levied force, they have normal occupations beyond fighting. The bands of warriors are lead by their liege lords(IE-lesser chiefs). They worship warfare and the spilling blood, I'd say they have a warrior culture.

then you need to specify that in your app. Put Professional army: 3000 soldiers Maximum Levies: 15000 for example

They are all longships yes. They don't really have a crew, soldiers man them when needed, they mostly used for raiding and commerce.
