Yeah, we view the "barbarians" as people who just need to be made into civilized people, so we usually don't attack them unless they attack us.
P.S. I think it is funny that the guy who is named Vlad the Mad and uses brutal means of execution..... seems to be one of the most noble world leaders.
There may not be a lot of noble world leaders, or world leaders in that matter.
