I'd do a little more research on wartime economies. You may already be ready, as I believe they are supposed to focus on internal trade. Your balloons will die :P :D

lol, you may have some troubles with long range operations though. You need to make an altitude map to reliably steer your balloons, else they simple drift with the wind.
