Nation Name: Kingdom of Numaris
Ruler (if applicable): Queen Arcethei Valsevis
Government Type: Elective Monarchy
Government Hierarchy: The Queen possesses absolute power, but is advised by the Council of Ten who also act as the electoral body for who becomes monarch either when the monarch dies or a member of the Council dies.
The current Electors are:
  • Queen of Sivaris and Lady of Maeramis
  • Lord of Greyhaven
  • Lord of the Wintertime Forest
  • Warden of the Grey
  • Warden of the Whiterush
  • Warden of the Palendar and Watcher of the Shadow Pass
  • Warden of Lermaeis
  • Warden of Neramere
  • Warden of Laemon
  • High Magister of the Order of Silvermere
The Wardens are military posts, responsible for the command of small garrisons and watchposts scattered throughout their areas and control of any Hunts that enter their areas. The High Magister is head of the Order of Silvermere, which is responsible for locating and educating mages as well as providing a education in rhetoric, logic, philosophy and other sciences to those willing to pay the Order's fee.

Formation: The Kingdom of Numaris was founded shortly after Neramere and Lermaeis by King Illúen Acteis, who in the following decades would expand his control over the rest of the Moon Elf nations. He first subdued the Kings of the frozen land of Laemon in a quick and mostly bloodless campaign, before moving on to conquer the Two Mountain Kingdoms, Maeramis and Grei. Grei fought bitterly, hanging on for the better part of a decade, before Maeramis joined Illúen and both cities were razed to the ground and the earth salted, their sole legacy the name of the mountains and river. The King of Winter swore his fealty shortly after, followed by the Watchers of the Shadow Pass and High Magister of the Order of Silvermere. After Illúen vanished with his army after marching through the Shadow Pass, the numerous lords convened and formed the Council of Ten, electing Rhudis Valsevis as their King.

Although over time the Kingdom would be forced back from it's fullest extent due to simple loss of population, it would retain the same system of government and the same positions on the Council of Ten.

Succession Laws: The ruling monarch is elected by the Council of Ten, with 6 votes being required. Should no member of the Council be able to achieve the required number of votes, then the candidate with the most votes becomes monarch. If there is a tie for the most votes, the two tied Electors have a trial by combat to decide who should become monarch.

Gender Laws: Absolute Cognatic: Anyone from the Council of Ten may be elected to become monarch, regardless of gender.

Geographic territory: Wintertime Forest, Grey Mountains, Greyhaven, Maeramis, Ruins of Lermaeis and Neramere (military outposts)

Population: 460,000

Military Strength: 7,000

Military Info:

3,000 Wardens (1,500 Foot, 1,500 Mounted): Split into 6 groups of 500, with one group per Wardenship, Wardens are light infantry/cavalry equipped and skilled with both longswords and bows, although they favour the latter, and they also carry small shields and wear a mix of steel and leather. Normally operating in Hunts of 10 Wardens, they are experienced in survival in cold and mountainous environments, as well as stealth and the setting of traps. Hunts are often rotated between Wardenships, and occasionally will roam outside the Kingdom's borders for extended periods of time hunting monsters and bandits or simply gathering information. The Wardens of the Wintertime Forest and Palendar/Shadow Pass are mounted on horses, the Wardens of Laemon ride unarmoured tamed Laemon polar bears whilst the others are foot.

3,000 Lordsmen: The name given to those troops that defend the Lordships, Lordsmen are similarly equipped to Wardens with both longswords and bows, but all-steel armour. Lordsmen fight as medium infantry, switching between skirmishing and battle lines as needed but they tend towards the former due to their lack of numbers. Lordsmen are often transferred to the Wardens and vice versa.

600 Numarine Foot Guard: The elite of the Kingdom's army, the Foot Guard are equipped with full plate armour, broadswords and tower shields and act as heavy infantry. Created from veterans in the Lordsmen and Wardens, they are responsible for the safety of the monarch and the Council of Ten.

400 Numarine Mounted Guard: Riding armoured tamed Laemon bears and carrying several javelins as well as a broadsword, plate armour and a tower shield the Mounted Guard act as heavy cavalry but only take to the field when acting as the monarch's bodyguard. In peacetime they join the Foot Guard acting as the Council and monarch's bodyguards.

Currency: Numarine Alae; 1 Ala is equal to 10 Gris, while 1 Gris is equal to 10 Lae.

History: The history of the Kingdom of Numaris is long (and will be written elsewhere), but that the Kingdom is long past it's prime is obvious. The Moon Elves sat out the wars between the High Elves and FIre Elves and the conquests of the High Elves, quietly watching from the north as they butchered each other.

The downfall of Numaris began when the Naedse arrived in 42 AL. Although a series of raids, combined with overpopulation, began the decline, the raids and settlements of the Naedse accelerated it rapidly. The exodus of Moon Elves from the lands between Silvermere and the Grey Mountains is widely considered to be caused by movements of bands of Naedse into the area, which the Moon Elves, having known peace for a long time, simply retreated before, moving everything they could carry back to the Grey Mountains. Further threats of Naedse landings along the northern coast or pushing inland along the northern coasts combined with a lack of food due to the loss of the lands around Silvermere led to a gradual decline in population in Lermaeis and Neramere, culminating in the abandonment of both cities by 120AL.

Although the Moon Elves have had a slight resurgence, establishing military garrisons in the ruins of their cities and population beginning to rise once again, it remains doubtful they will ever reclaim the full might of their Kingdom.

Character Dynastic History: Decended from the ancient Lords of Maeramis, who swore fealty to Illúen after the Salting of Grei, the house of Valsevis is among the most prestigious in Numaris, having produced more Kins and Queens of Numaris than any other house. Although their influence tends to fluctuate drastically, with there being vast periods of Valservis rule where they exercise almost complete control over the Council and shorter periods where they have almost no influence on the Council, they have always retained their place on it regardless and have bounced back from all the misfortune thrown at them.

Character Biography: Arcethei is best described as power hungry and ambitious, born as the third of four children and only daughter to her father Nikeis Valservis, it was expected that she would simply go to the Order of Silvermere, as all Elven nobles do, for a few years, then be married off for a political alliance with one of the other families that held a Council seat to better their chances of gaining the throne.

Arcethei, however, was drastically changed at Silvermere. It isn't entirely known what happened to her behind those walls, but in went a model Elven noblewoman, and out came a power-hungry, ruthless machine with some skill in most of the arts. Her eldest brother was soon killed in an avalanche, and her youngest brother followed soon after, dying to a knife in the back while inside Silvermere, which should have been impossible, but happened anyway.

Her final living brother was, at the time, a Warden in the Shadow Pass, there to gain combat experience and almost untouchable. However, her time at Silvermere had led her to gather a grouping of equally ambitious friends, and with the aid of one of her friends (who would later become Warden of the Palendar and Watcher of the Shadow Pass) had him killed by a pack of Orcasi moving through the pass.

Now cemented as her father's heir, she spent the next twenty years manuvering her friends from where they could inherit their Electorships, and during those twenty years created a very slow-acting poison, which she created exactly 11 vials of. These 11 vials were then given to those to inherit their Electorships, to be used as they wished with the recommendation they be used on the last person between them and their titles except for one, which Arcthei kept in case it was ever needed for someone else.

Over the next few years Arcethei and her band inherited their positions, and solidified their control. After gaining a majority in the Coucnil, they ousted the old King, who was soon killed by the poison afterwards, and in recognition of Arcthei's leadership of their group appointed her Queen.
Equipment/Important personal items (if applicable): A bow of pure white wood called the Moonbow, a silver-edged longsword, a white-enameled suit of plate armour, one vial of a extremely-slow acting and hard to detect poison.

Further threats of Naedse landings along the northern coast or pushing inland along the northern coasts combined with a lack of food due to the loss of the lands around Silvermere led to a gradual decline in population in Lermaeis and Neramere, culminating in the abandonment of both cities by 120AL.

Although the Moon Elves have had a slight resurgence, establishing military garrisons in the ruins of their cities and population beginning to rise once again, it remains doubtful they will ever reclaim the full might of their Kingdom.

Character Dynastic History: Decended from the ancient Lords of Maeramis, who swore fealty to Illúen after the Salting of Grei, the house of Valsevis is among the most prestigious in Numaris, having produced more Kins and Queens of Numaris than any other house. Although their influence tends to fluctuate drastically, with there being vast periods of Valservis rule where they exercise almost complete control over the Council and shorter periods where they have almost no influence on the Council, they have always retained their place on it regardless and have bounced back from all the misfortune thrown at them.
Character Physical Description or Image (as in Picture):
Character Biography: Arcethei is best described as power hungry and ambitious, born as the third of four children and only daughter to her father Nikeis Valservis, it was expected that she would simply go to the Order of Silvermere, as all Elven nobles do, for a few years, then be married off for a political alliance with one of the other families that held a Council seat to better their chances of gaining the throne.

Arcethei, however, was drastically changed at Silvermere. It isn't entirely known what happened to her behind those walls, but in went a model Elven noblewoman, and out came a power-hungry, ruthless machine with some skill in most of the arts. Her eldest brother was soon killed in an avalanche, and her youngest brother followed soon after, dying to a knife in the back while inside Silvermere, which should have been impossible, but happened anyway.

Her final living brother was, at the time, a Warden in the Shadow Pass, there to gain combat experience and almost untouchable. However, her time at Silvermere had led her to gather a grouping of equally ambitious friends, and with the aid of one of her friends (who would later become Warden of the Palendar and Watcher of the Shadow Pass) had him killed by a pack of Orcasi moving through the pass.

Now cemented as her father's heir, she spent the next twenty years manuvering her friends from where they could inherit their Electorships, and during those twenty years created a very slow-acting poison, which she created exactly 11 vials of. These 11 vials were then given to those to inherit their Electorships, to be used as they wished with the recommendation they be used on the last person between them and their titles except for one, which Arcthei kept in case it was ever needed for someone else.

Over the next few years Arcethei and her band inherited their positions, and solidified their control. After gaining a majority in the Coucnil, they ousted the old King, who was soon killed by the poison afterwards, and in recognition of Arcthei's leadership of their group appointed her Queen.
Equipment/Important personal items (if applicable): A bow of pure white wood called the Moonbow, a silver-edged longsword, a white-enameled suit of plate armour, one vial of a extremely-slow acting and hard to detect poison.

Slavery in the Republic


For a long time, slavery has been an accepted practice within Paletinian society. Paletinians believe that slavery is a necessary burden they must inflict on others to achieve economic, industrial and military dominance so that the Republic can expand which in itself is for the good of the world as a whole. Within the Republic, you can find slaves of every sentient race in Gaea.

Elven slaves, be they High, Moon, Shadow, Wood or Dark Elves are brought to Paletine by raiders abroad as spoils of war since there are no elven societies close by. More often they are were born into a life of slavery with their family having been slaves in the Republic for generations. Many Moon Elves especially, taken by Naedse raiders in years past can trace their lineage as slaves far back since even before the Atlae Wars. After generations of living in the Republic, most of these slaves have lost touch with their heritage. Elven slaves are prized for their long life spans, allowing owners to get plenty of use out of them. They are particularly favored as house servants while prettier elves are in high demand to be made prostitutes by brothel owners. Although it is just as common to see elven slaves working in the mines, fields or as builders.

Slaves taken from the Dwarven kingdoms are valued for their ability to build and craft. They can be found laboring in the Republic's foundries, mines and as builders. Much of the great Paletinian architecture can be attributed to the hard labor and craftsmanship of dwarven slaves. The Republic Army as an institution owns many Dwarven slaves who they put to work crafting weapons for soldiers. Like the elves, there are many dwarven slaves who were born that way and whose family has been in slavery for generations.

Orcish slaves are quite common given they are a broken peoples. Oftentimes, orcs themselves sell others of their race into Paletinian slavery. They are used in work that requires hard labor and are also particularly favored by owners to be used as enforcers or bodyguards, a role they are usually more than willing to fulfill. Orcish slaves in this role are most often used to keep other slaves in line through physical force. They are also quite common fighting in gladiatorial arenas. Due to the demand for orcish soldiers in the military, all orcish slaves are given an option after five years of servitude. At this point, they may enlist in the Republic Army for a fifteen year term, then be freed and given citizenship afterward or continue as slaves. Unsurprisingly, many choose to enlist if they are deemed fit for service in the military.

The most common of slaves to be found are humans. Most having been taken as the spoils of war from the many conflicts the Paletinians engage in. While not favored for any job in particular, they are the only slaves that patrician families purchase to serve as tutors for their children. Humans are also the only slaves used to lead other slaves or at times, given an education in technical skills to serve in more complicated roles. Examples include the direction of building efforts, the keeping of books and ledger, land survey and craft skills. While some human slaves who are bright are lucky enough to be put in these roles, most are used as unskilled labor.

Paletine acquires slaves through a number of ways. Slave traders often bring in captives for Paletinian gold which are taken from fighting abroad or piracy on the high seas. Others are taken from war as the Army captures territories and peoples if generals do so decide to bother. They often do to provide supplemental financing for their campaigns. However it has been a practice to not force peoples into slavery when they surrender promptly and willingly which serves an incentive to yield to the Republic. Whether to take the conquered as slaves, have them killed outright or let them live as freemen under the rule of Paletine is up to the discretion of the general. A great number of slaves are simply born into the position as their parents or ancestors were taken as slaves. Once made a slave, by law they are required to be properly branded with the mark of slavery in the forearm of shoulder and registered. Captured slaves are then given to the local Slaver Guild. The Slaver Guild does the branding, registering for the Republic Censors and allows potential buyers to inspect them before they are sold by auction at the slave market (selling of captured slaves in Paletine any other way is illegal when they are first brought in) unless done by the military. Those who captured the slaves are given the proceeds minus a commission to the guild. Once a captured slave is bought this way, the owner then may sell them freely provided that the transaction is registered with the local Censor.

Manumission is a rare but allowed practice in the Republic with certain rules. Slaves who had been captured are only allowed to be freed by their owner until they have served for a period of fifteen years or if the owner decides to marry them. Those born into slavery can be freed by their owner at any time. A third generation slave, born into slavery has the option of learning a tradecraft to be placed in a more appealing role. Finally, gladiator slaves may be granted freedom in special circumstances when they have performed exceptionally in the arenas. This is very rare.

Slaves in the Republic virtually have no rights. They are not allowed to earn income, leave the Republic's borders (unless given special dispensation), and may be brutalized and even killed at the whims of their owners. However harsh treatment of slaves that is more than necessary so that they may fulfill their roles is generally frowned upon in Paletinian society at large and is avoided. Many owners even choose to treat their slaves quite well. On one particular holiday during the year, slaves are given feasts by their masters in honor of the goddess Mercaria. It is said those masters who do not participate will be cursed with misfortune until the next feast where they will be given an opportunity to redeem themselves. This is not to say that many of the roles slaves are made to fulfill are not harsh in and of themselves. Many are forced to toil in the mines, as oarsmen on Paletinian galleys, in the fields, building roads and aqueducts or used for sexual exploitaition. There are strict practices to keep the slave populations in line. Slaves who harm or caught attempting to harm free citizens are usually sentenced to death by crucifixion. Caught runaway slaves are severely flogged by their owners. Like free Republic citizens, slaves live in constant fear under the vigilant eye of the Arcani Order.

While a select few Paletinians look upon slavery as reprehensible, most see it as a means to a most worthy end. This being the advancement and expansion of Paletinian civilization to bring order, culture and prosperity to the rest of Gaea or in the other words, the Enlightenment. Paletinians believe that anything in furtherance of the Enlightenment pleases the Gods and whatever the person was or could have been, they now serve a greater purpose as slaves in the Republic.

While every sentient race can be made slaves, Orcs, Elves, Dwarves and Humans can also be made free citizens and there are many of all four living in the Republic (though mostly humans). They can also enlist in the military, work, establish themselves as merchants or businessmen, own their own slaves, be eligible for grain doles etc..

As slaves in the Republic, they are better off by serving a greater purpose. The Enlightenment is Paletine's gift to all of Gaea. We do not discriminate.
