Government Hierarchy: The Queen possesses absolute power, but is advised by the Council of Ten who also act as the electoral body for who becomes monarch either when the monarch dies or a member of the Council dies.

Formation: The Kingdom of Numaris was founded shortly after Neramere and Lermaeis by King Illúen Acteis, who in the following decades would expand his control over the rest of the Moon Elf nations. He first subdued the Kings of the frozen land of Laemon in a quick and mostly bloodless campaign, before moving on to conquer the Two Mountain Kingdoms, Maeramis and Grei. Grei fought bitterly, hanging on for the better part of a decade, before Maeramis joined Illúen and both cities were razed to the ground and the earth salted, their sole legacy the name of the mountains and river. The King of Winter swore his fealty shortly after, followed by the Watchers of the Shadow Pass and High Magister of the Order of Silvermere. After Illúen vanished with his army after marching through the Shadow Pass, the numerous lords convened and formed the Council of Ten, electing Rhudis Valsevis as their King.
Although over time the Kingdom would be forced back from it's fullest extent due to simple loss of population, it would retain the same system of government and the same positions on the Council of Ten.
Succession Laws: The ruling monarch is elected by the Council of Ten, with 6 votes being required. Should no member of the Council be able to achieve the required number of votes, then the candidate with the most votes becomes monarch. If there is a tie for the most votes, the two tied Electors have a trial by combat to decide who should become monarch.
Gender Laws: Absolute Cognatic: Anyone from the Council of Ten may be elected to become monarch, regardless of gender.

3,000 Wardens (1,500 Foot, 1,500 Mounted): Split into 6 groups of 500, with one group per Wardenship, Wardens are light infantry/cavalry equipped and skilled with both longswords and bows, although they favour the latter, and they also carry small shields and wear a mix of steel and leather. Normally operating in Hunts of 10 Wardens, they are experienced in survival in cold and mountainous environments, as well as stealth and the setting of traps. Hunts are often rotated between Wardenships, and occasionally will roam outside the Kingdom's borders for extended periods of time hunting monsters and bandits or simply gathering information. The Wardens of the Wintertime Forest and Palendar/Shadow Pass are mounted on horses, the Wardens of Laemon ride unarmoured tamed Laemon polar bears whilst the others are foot.
3,000 Lordsmen: The name given to those troops that defend the Lordships, Lordsmen are similarly equipped to Wardens with both longswords and bows, but all-steel armour. Lordsmen fight as medium infantry, switching between skirmishing and battle lines as needed but they tend towards the former due to their lack of numbers. Lordsmen are often transferred to the Wardens and vice versa.
600 Numarine Foot Guard: The elite of the Kingdom's army, the Foot Guard are equipped with full plate armour, broadswords and tower shields and act as heavy infantry. Created from veterans in the Lordsmen and Wardens, they are responsible for the safety of the monarch and the Council of Ten.
400 Numarine Mounted Guard: Riding armoured tamed Laemon bears and carrying several javelins as well as a broadsword, plate armour and a tower shield the Mounted Guard act as heavy cavalry but only take to the field when acting as the monarch's bodyguard. In peacetime they join the Foot Guard acting as the Council and monarch's bodyguards.
Currency: Numarine Alae; 1 Ala is equal to 10 Gris, while 1 Gris is equal to 10 Lae.
History: The history of the Kingdom of Numaris is long (and will be written elsewhere), but that the Kingdom is long past it's prime is obvious. The Moon Elves sat out the wars between the High Elves and FIre Elves and the conquests of the High Elves, quietly watching from the north as they butchered each other.
The downfall of Numaris began when the Naedse arrived in 42 AL. Although a series of raids, combined with overpopulation, began the decline, the raids and settlements of the Naedse accelerated it rapidly. The exodus of Moon Elves from the lands between Silvermere and the Grey Mountains is widely considered to be caused by movements of bands of Naedse into the area, which the Moon Elves, having known peace for a long time, simply retreated before, moving everything they could carry back to the Grey Mountains. Further threats of Naedse landings along the northern coast or pushing inland along the northern coasts combined with a lack of food due to the loss of the lands around Silvermere led to a gradual decline in population in Lermaeis and Neramere, culminating in the abandonment of both cities by 120AL.
Although the Moon Elves have had a slight resurgence, establishing military garrisons in the ruins of their cities and population beginning to rise once again, it remains doubtful they will ever reclaim the full might of their Kingdom.

Character Dynastic History: Decended from the ancient Lords of Maeramis, who swore fealty to Illúen after the Salting of Grei, the house of Valsevis is among the most prestigious in Numaris, having produced more Kins and Queens of Numaris than any other house. Although their influence tends to fluctuate drastically, with there being vast periods of Valservis rule where they exercise almost complete control over the Council and shorter periods where they have almost no influence on the Council, they have always retained their place on it regardless and have bounced back from all the misfortune thrown at them.

Character Biography: Arcethei is best described as power hungry and ambitious, born as the third of four children and only daughter to her father Nikeis Valservis, it was expected that she would simply go to the Order of Silvermere, as all Elven nobles do, for a few years, then be married off for a political alliance with one of the other families that held a Council seat to better their chances of gaining the throne.
Arcethei, however, was drastically changed at Silvermere. It isn't entirely known what happened to her behind those walls, but in went a model Elven noblewoman, and out came a power-hungry, ruthless machine with some skill in most of the arts. Her eldest brother was soon killed in an avalanche, and her youngest brother followed soon after, dying to a knife in the back while inside Silvermere, which should have been impossible, but happened anyway.
Her final living brother was, at the time, a Warden in the Shadow Pass, there to gain combat experience and almost untouchable. However, her time at Silvermere had led her to gather a grouping of equally ambitious friends, and with the aid of one of her friends (who would later become Warden of the Palendar and Watcher of the Shadow Pass) had him killed by a pack of Orcasi moving through the pass.
Now cemented as her father's heir, she spent the next twenty years manuvering her friends from where they could inherit their Electorships, and during those twenty years created a very slow-acting poison, which she created exactly 11 vials of. These 11 vials were then given to those to inherit their Electorships, to be used as they wished with the recommendation they be used on the last person between them and their titles except for one, which Arcthei kept in case it was ever needed for someone else.
Over the next few years Arcethei and her band inherited their positions, and solidified their control. After gaining a majority in the Coucnil, they ousted the old King, who was soon killed by the poison afterwards, and in recognition of Arcthei's leadership of their group appointed her Queen.
