I am going with 1% due to it being impracticable for mass mobilization until early 1890s to 1900s... As well as how far spread Russia's population is... As well as the fact that Russia was still modernizing, about you moving troops, you do realize over a nine month period of time you would still lose large amounts of men crossing Siberia? No matter how well supplied you claim they would still take a lot of losses, and if you try and pull "scavenging and hunting" then you will surely be mistaken for depopulation of viable foods etc. would happen while so many men cross... Nonetheless Irustuk is the only viable place for your men to go which can't support a full army of 240,000 men... It could probably support 60,000 for a few months but anymore than that....
