Exciting news in America as a Republican is filibustering renewing the Patriot Act. When it was passed, only one Republican senator voted against it and was labeled as a hater of America.

Would there be a civil war?

There would definitely be some early unrest, especially from the right. But I believe that with enough momentum the majority of the populace and soldiers could be reeled in, while the SPD (moderate socialists then, social-democrats these days) could probably be convinced by either having the state retain at least partial democracy and/or adding them to the government.
If the Soldier's councils then decide to indeed follow the leftist parties and gain enough locations/troops to either assimilate the rest or dissuade them from starting a civil war (similar to how loyalist troops refused to shoot rebels in Kiel) they should be able to prevent any actual civil war and quell the unrest.

That I honestly don't quite know. You or I could try to look at it some, at Spartacism and the ideology of the USPD with maybe a slight touch of SPD if it fits in the history.

TBH I kinda assumed we'll start with the Diadochian states already Dynastic. But I will read up on Seleuces.
Also, I'll be honest, a large part of what made me want to play the Seleucids is newly-refreshed memory of those, rooted old RTW days.
But I guess if we're before that date I'll gladly hand Seleucia over to you, and if we're after it, I could still pass.

Silver Shields were rather fantastic. I'd prefer to start just at the start of the Wars of the Diadochi, about the time of Seleuces. You see a lot of fluidity all over the Med, even in Italy and Carthage, so it would be a very interesting divergence point to RP from.

mhm.... I did say when and why I'd like to start.
You see a lot of fluidity all over the Med, even in Italy and Carthage, so it would be a very interesting divergence point to RP

166 would be before at least the last of the Carthaginian wars and definitely before the incorporation of Greece and the lands beyond into Rome, so I do believe that applies some time later as well.
EDIT: But it is after the second Carthaginian war so I do have to admit that the amount of divergence possible in that region is definitely and significantly smaller than at the start of the wars of the Diadochi. /EDIT
