It's a reference map, as in a map you look at to remember which province Czech Silesia or Anhalt or Jamtland or Cornwall is or whatever

Got that man, just that it is a really weird reference, as it seems to be tied to no era. (As otherwise, looking at the partitioned Silesia, you also should have partitioned Pomerania, for example).
I see.Tyrol is split into Austrian Tyrol, German-Italian Tyrol and Italian Tirol, for the purposes of distinguishing between modern Austrian Tyrol, the ethnically-German part of Tyrol that Italy today owns, and the part of Tyrol that's actually ethnically Italian.
