Well you need to be at least 5,000 to start creating lightning. Unless your a consular or have a special ability in lightning.

Then you'll have basic lightning maybe al little more because of the 500 Midiclorians you've achieved. Either way you can chock someone into unconsciousness with prolonged contact and if you land a blow with it then I guess you cause first maybe second degree burns with them. Either way it'll hurt a bit if they get hit by it.
