I wouldn't worry about it. There was a player where you are now before you, who went inactive. I attacked him a while back, and burnt his city to the ground etc etc historically speaking, before you applied.

You might actually get a bit of a leg up ICly from it, building with a lot of raised ruins near you as a source of building supplies.

Stability only matters if you conquer other civs.
The more you have, the higher chance of conquered civs rebelling.
