No. It doesn't.
The Scores are for the whole country. 2 Industry means you have 2 Industry. Total. More Cities does not make it more effective. It just splits it up.

Yeah in the end its scores, but in the end more industry I'm meaning is more production which more people=more production.

That is true in the case of RL; spreading out your population allows you to use more farming land, therefore ensuring a greater food supply.
I don't believe Harkback works like that though.

The more you have in these categories, the better your civ gets at:

2. Crushing other civs
3. Diplomacy and Trade
