Say you have 3 Agriculture. That means up to 5,000 people. However, it would have to be split between your cities. They can't have 5,000 each. Therefore, it does, in fact, not increase your population.

Same goes for Industry.

ACTUALLY in the end IT would. Because 3 agriculture only allows 2-3 thousands, so yeah. It goes up to 5,000 allowing more able bodied men in the military, and more industries to be opened up. THUS making it MORE effective.

The Scores are for the whole country. 2 Industry means you have 2 Industry. Total. More Cities does not make it more effective. It just splits it up.
