How coul he shut off powers that aren't his.
He does not have a single DNA strand. Just 7 of them that he can switch around.

Because they're all attached to the same thing. It's ALL DNA. Which Mercer can manipulate on a whim. Or. Since he's technically infected, Mercer could cause pain, side effects, power instability, mutations and not the good kind, destroy his senses, and (But I'm not doing this one cause I set rules for this) control his mind.

Well, unless The End does it first to him.

Also, if that's the case, he can manipulate everyone's DNA? Why didn't he make Gorr or anyone else powerless if he could?

Trying to figure out the best way to do this. I haven't finished the game, but I imagine that if Talion kills the Black hand, he'll die, so....yeah

Surviving a nuke may make one invincible but fortunately not unbeatable. Many alternative methods still exist, unfortunately he doesn't a soul so one of those is out.
