Yes Canada is independent. I have to work on the history, but it'll be something along the lines of England giving the territory of Canada more autonomy after losing the 13 colonies because it was decided maintaining Canada directly was not worth the cost. So while Canada has it's own monarch and government, they're quite fond of the UK(which means whoever has got England can be ally of Canada if they wish to accept).
