No, it wasn't so much debt so much as general economic downturn. Farmers died, so there was less food. Famines happened, people stopped spending and saved up (but probably lost their money to bandits or raised prices anyway), centres of production were damaged, transport was damaged so less production both happened and had a market, etc.

And though there were debts, most if not all have been paid off already (from what I've seen in the apps).
