Russia had a ton of people after Peter the Great for some reason. France was supposed to have the largest population in Europe, but some demographic crisis made it stagnate for decades.

Question: Did the Louisiana Purchase took place in this RP? The French revolution hasn't happened yet (and thus Napoleon hasn't rise to power either) so I am not sure if Louisiana is still French.

It's not, bc like all the European powers just lost their North American colonies.

Like what was French Louisiana is either unsettled/Native lands or NPC states or whatever.

At least, judging by how this RP has worked thus far that is the case.

I nearly finished (then ditched :p ) an EU4 game as Ireland yesterday, in which, because Russia never formed (Novgorod and Moscow died, Ryazan and other strange states; Perm, Sibir, etc.), and because I colonised almost all of north America, I had the highest manpower.

Mmm. Though, the thing is, polls to votes will almost always swing to whatever side those who are apathetic vote on; in this case, no. The newspaper polls and things wouldn't reach the audience that doesn't care, and the audience that doesn't care tends to vote on the course of action that requires the least action or change.
