A 'short while'? It would take weeks for the letter to arrive, and then it would take weeks for your character to travel all the way to Caer Aard.

We should not get the meeting started when we still have events taking place mere hours after the emperor's death.

Indeed, but it would still take weeks, if not months for you to arrive. I would asssume Pandyssium would be roughly the size of half of Europe or so.

It's referenced that they can send letters by bird, I don't think a bird flying to mt castle would take weeks

No, but surely some time will be before you are able to arrive to Caer Aard.

Unless your characters are travelling by bird as well, it's still going to take weeks to arrive.

Traveling to the US from England in those times took 3 weeks if we go by the idea that Pandyssium is half the size of Europe it would not take weeks

It took Columbus 5 weeks to travel to America, it would take similar time for you I'd assume, perhaps a bit shorter as you would be travelling across the coastline but not much shorter.

Would we choose an official single regent, then, or would the regency be led by a council, possibly with a foremost member who could be called regent? Or would the choosing of council vs single person be up to us?

Also, Caer Aard is definitely a separate place?

Could hardly have said it better!

As there already is a council of sorts, the Magistratum. There would be the choice of the Lord Regent himself.

You do know how small Europe is right? The whole country is half of Europe and I have to travel half of that so I have to travel 1/4 of Europe which is much smaller than from England to the US

While I agree that people can't just arrive at Caer Aard within days of the emperor's death the proposal of holding of on any action until people in the capital has done their thing means that a great number of people will have no one to RP with. So I suggest the stuff happening in the capital is rapped up in a reasonably timely fashion so most people in the RP doesn't get an involuntary sabbatical from it.

You consider a continent spanning ten million square kilometers small? What on earth is large then?

Anyway people in medieval times where notoriously slow at getting from A to B. Richard Lionheart for example took about a year getting his troops from England to Jerusalem during the third crusade and though this was largely due to involvements in various political and diplomatic events between England and the Holy Land as well as minor combat operations that is also part of my point. From your region the direct sea route to Pandyssia would have you sail through a very narrow strait between Laurelindórnan and Segardis. Would your personnel, with presumable few men and ships (1?) and at a time of turmoil when looking for allies might be vital make that journey putting yourself at the mercy of the lords of Segardis and Laurelindórnan without even paying your respects or stuff? He can do that of course but it might not be wise.

Then there is the whole bad weather, pirate scare, stay close to the coast even if that leads to great delay and do not sail at night dimension. Medieval travels weren't the safest.

I would assume that Lucian would report to either the Lord Provost Marshal, Lord High Steward, or the Lord High Militant. My money's on the Steward.

If you do sail by some lord it is customary to pay them a visit, since you are passing by their lands and such.

Yeah. Lord High Militant wants him to secure the bastards of the Emperor, including Cassyndra, so as to keep them safe. Of course, Lucian won't let anyone but he know where they are located.

Well, I mean, it would sort of be a kidnapping. Also where are they more safe than in the Shimmering Palace itself?

If someone really wants to cause harm to the children of the Emperor, the palace is the last place they need to be because you'd have all sorts of assassins and what not trying to pry their way in. Instead, better to let everyone think they're tucked away in the Palace. Instead, Lucian will probably send them somewhere else...
