Yeah, this seems pretty good. And I'd suggest that the Lords of the Realm decide about this but that the Emperor may or may not have written some commandments for how this is to be done, sort of when electing a new pope.

Exactly how I'd envisioned it. We must make sure to make NDH see this.

I'm going to conclude the events directly following the emperor's death in the imperial capital before (for a time) moving the focus to Dornduar. I suppose you could do the same.

So you do want a temporary regency? Why not then have the emperor have appointed one rather than let the court do it?

Well, indeed. I would say that he would have a suggestion to a regent at this Caer Aard Gathering, some documents proving this with his own signature, along with the signature of the "Pope" of the Faith.
