Such regional division is very common throughout the early histories of many peoples -- to wit the Mesopotamians and Greeks and their city states; the Chinese and their city and then states; the Indus River Valley, etc. They are all characterized by regional rule. In fact, we may go so far to say that without such a period, the cultures that now define all these nations will never come to be. Celtic and Germanic peoples are no exception.

Germany as a people was fairly united. Most German citizens considered themselves German first and west/east second. The whole German split thing was more political than ethnic.
