Basically, she's a smarticle, and her father royally screwed things up, so she knows that a war of independence is one of the worst things Spain can undergo right now, and despite how humiliating things may be for Peninsulars, she's walking on a fine line between them, calling for "Iberian Unity" between "La Patria y las regiones".

I'm not trying to unify them under me. I suggested a Genoa-Milan coalition but no, you stupid foreigners had to some in and place Genoa and Venice in spheres of influence.

I forgot to include them in my application, and quite honestly getting numbers for them would be nearly impossible because there are so many bloody clans.
But essentially, the Clans no longer feud with each other on the battlefield and instead do it in the House of Chiefs where well they have next to no real power.
However, they are some nasty ass mother fuckers and know their landscape pretty well, and it's essentially a huge chunk of the population.

Venice doesn't want to unite Italy. Mostly because the dictators know that trying to take over Italy is just asking for trouble, and they're fully intent on just grabbing as much land as possible before Italy forms, then ceding all their Italian land claimed by the PIL and still having a fallback position.
