The mestizos, mulatos, pardos, peninsulars, and criollos were given equivalent rights in the Spanish colonial system after unrest when the mestizos first appeared. Also, I should really explain how I plan to run the new Spanish colonial Empire.

Governors are appointed solely from their region (not from Spain itself), and are ordered personally by the Queen to not veto policies unless there exists a very valid reason -- and even then, the Queen can overrule the governor (only to approve, not to veto, although this is her choice thus far, not legally required). Additionally, each of the regiones selects a diputado to the Queen's Council, where they put forth policies and ideas for the Queen to implement. Previous examples include the incorporation of the Hispanic Ejército and Armada (rather than a Spanish-recruited one), the reduction (and in a year, dissolution of) tariffs between the regiones and the Patria itself, the renaming of colonies to regiones of the Portuguese and Castillan Crowns, as well as Royal visits to nearly all of the regions (she has not yet visited Lejano Oriente, given the distance), and her impending marriage to a Mexican businessman.

Basically, she's a smarticle, and her father royally screwed things up, so she knows that a war of independence is one of the worst things Spain can undergo right now, and despite how humiliating things may be for Peninsulars, she's walking on a fine line between them, calling for "Iberian Unity" between "La Patria y las regiones".

-4 - Historical Size (This is harsh, but it's to counteract the shit-ton of ports you have)

Oh so like the thing with the Scottish Clans and all, since the Jacobite Risings never happened, those fuckers are still stronk and armed as hell.

I forgot to include them in my application, and quite honestly getting numbers for them would be nearly impossible because there are so many bloody clans.

But essentially, the Clans no longer feud with each other on the battlefield and instead do it in the House of Chiefs where well they have next to no real power.

However, they are some nasty ass mother fuckers and know their landscape pretty well, and it's essentially a huge chunk of the population.

I'm not trying to unify them under me. I suggested a Genoa-Milan coalition but no, you stupid foreigners had to some in and place Genoa and Venice in spheres of influence.

Venice doesn't want to unite Italy. Mostly because the dictators know that trying to take over Italy is just asking for trouble, and they're fully intent on just grabbing as much land as possible before Italy forms, then ceding all their Italian land claimed by the PIL and still having a fallback position.
