Well it depends also.

Some people might want to play their former Italian nation in exile in their colonies or whatever. They also might not want to, who knows.

But, whoever forms Italy should be able to play it IMO. Now say Krys and ICD form it together, well they have to fight to the death to decide who is better Italy.

For some reason I like the idea of Italy forming, then the rulers of Venice fleeing to Constantinople and proclaiming the Constantine Empire of all of Venice's former possessions.

Well it depends also.

I could mean two things when I say form it together.

They either work against each other to grab as much of Italy as possible on their own and then have to fight each other to finish off Italy or they work together diplomatically to form Italy and then they have issues over who runs the show.

Also, Genoa holds more Greek lands than it does Italian lands. It's leadership could easily flee there. Same with Venice.

ICD's firs course of action should be to invade Albania. I mean it is claimed by Italians and he could very easily take it.

By doing so, he's reclaiming land the Pan-Italian League has claims on and it makes him look stronk.

May I see the math for Spain's colonizing power, please? I'm not sure how we have the same as Aragon, considering Aragon was more Med-oriented IOTL, while Spain and Portugal were the largest colonizers IOTL -- and presumably were, given that Mexico and large chunks of South America are Hispanic.

A Berlin Conference analogue would be to decide the fate of Europe, though, and without the Napoleonic Wars, that sort of thinking probably won't have come around.
